City Engineer Jack Griffin gave two reasons why this is a critical activity for the City to <br />undertake. First, and foremost, it will continue to help the City to have the information <br />that it needs to do local transportation planning and to provide input to the county and <br />state on transportation issues like Highway 36 access; and, second, the transportation plan <br />is required as part of the City's 2008 comprehensive plan update. <br />Council Member DeLapp asked why TKDA is not on the list for the RFQ. City Engineer <br />Jack Griffin explained that as city engineer, he would be managing the project. <br />Administrator Hoyt explained that TKDA as the city engineer has a significant number of <br />City projects including the water plan, the sewer plan, the wellhead protection plan and <br />the development review responsibilities. The transportation plan with its significant <br />information gathering and public input process will be a major work project. <br />Council Member DeLapp said he would vote against the motion because TKDA is not on <br />the list of firms being asked to provide an RFQ and he trusts TKDA because it has been <br />the city engineer for so many years. <br />Motion: Council Member Johnson moved to authorize the city administrator and city <br />engineer to prepare and distribute a request for qualifications (RFQ) fora transportation <br />plan to the followingftrms: SRF Consulting, SEH, WSB Bonestroo, and ZAN Associates. <br />Council Member Park seconded the motion. Mayor Johnston and Council Members <br />Johnson, Park and Smith voted in favor and Council Member DeLapp voted against. <br />Consider a process for establishing a fee for future development to cover the cost of the <br />Village AUAR environmental study <br />Administrator Hoyt reported on the process for developing a fee for the Village <br />Alternative Urban Area wide Review Process to recover the costs for this environmental <br />review. The new fee will be charged to properties in the Village as the developers submit <br />proposals and will be adjusted to capture inflation. <br />Motion: Council Member Johnson moved to direct staff to begin the process of crafting <br />the proposed fee and associated ordinance. Council Member DeLapp seconded the <br />motion. The motion passed unanimously. <br />REPORTS AND ANNOUNCEMENTS: <br />o Mayor is working with Jennifer Pelletier, who is spearheading a school zone <br />around Lake Elmo Elementary School, to have a public meeting on the school <br />safety issues. <br />o Council Member Johnson encouraged residents to support the Fire Department <br />Fiftieth Anniversary celebration. <br />LAKE ELMO CITY COUNCIL MINUTES September 4, 2007 <br />
