Consider an application for Community Development Block Grant Funds (CDBG) for gas line connections to eligible Cimarron homeowners; Resolution no. 2007-088 Planner Kelli Matzek reported that the City Council is being asked to consider applying for Community Development Block Grant (CDBG) funds for the continuation of the Gas Line Replacement Project in the Cimarron neighborhood. The CDBG funding would provide for the replacement of gas lines for homeowners that apply and meet certain income qualifications. The proposed 2007 application would be in effect for funding requests through 2009. Specific figures will be provided in a memo. MOTION: Council Member Johnson moved to approve Resolution no, 2007-088 authorizing the City Administrator to apply for the CDBG funding to continue the Gas Line Replacement Project, Council Member Smith seconded the motion. The motion passed unanimously. Consider approving an application for a Minnesota Department of Transportation MnDOT landscaping grant; Resolution no. 2007-089 Planner Kelli Matzek reported that the City Council is being asked to consider Resolution no. 2007-089 authorizing an application to participate in the MnDOT Community Roadside Landscaping Partnership Program and to accept the funding if approved. The proposed project for Spring 2008 would be considered Phase 2 of the State Highway 5/0rriage Park Landscaping Project. The proposed project would be a continuation of the work completed in Phase 1 along the north side of State Highway 5 (Directly adjacent to St. John's Church and the residential properties to the north). MOTION: Council Member Johnson moved to approve Resolution no. 2007-089 authorizing the application for the MnD07' Community Roadside Landscaping Partnership Program, authorization to accept the funding if it is received, and authorizing Brenda Anderson as the primary contact person for the application. Council Member DeLapp seconded the motion. The motion passed unanimously, REPORTS AND ANNOUNCEMENTS: • Mayor and Council Members Mayor Johnston provided a copy of a letter to the Council from Chairman Peter Bell, Metropolitan Council regarding the City of Lake Elmo Comprehensive Plan; Sewered Development and Densities that he received just prior to the meeting. • Administrator - council workshop on proposed financial options for sewer on Tuesday, November 27t", 6-8 p.m, at city hall. • Finance - Truth', Taxation Hearing Monday, December 3`d, 7 p.m, at City Hall.
