Council member Dunn could not favor the entire road paved, but would favor paving half the road now <br />with consideration for the remainder later. She understands the concern on speed safety issues. The <br />primary requests come from the developers. <br />Council members Siedow and Armstrong would support a 60% paved road; whereas, Council member <br />DeLapp would not support it if it is a straight road. <br />Rebecca Tenpas invited the Council to come out and look at the area at the January 29"' Street Workshop. <br />M/S/P Armstrong/DeLapp — to postpone for consideration the improvement of 50" Street until the <br />February 1, 2000 Council meeting, and possibly continue to next meeting because of the street tour on <br />January 29, 2000. (Motion passed 4-0).' <br />Planner Dillerud will look at what right-of-way widths available. <br />B. Escrow Reduction - Tana Ridge <br />Planner Dillerud reported, as with the Meyers Pine Ridge Plat late in 1999, construction plans for this <br />project were reviewed and approved by the City Engineer during the late fall of 1999, the developer was <br />allowed to proceed with grading and infrastructure improvements based on the approved Preliminary Plat <br />and the approved construction plans, with Letter of Credit security to the City. <br />Based on the work complete to date, the City Engineer recommends a reduction in escrow from that <br />required by the Development Agreement. <br />M/S/P DeLapp/Siedow - to approve reduction of the escrow for Tana Ridge to $145,205, based on the <br />recommendation of the City Engineer regarding work completed to date. (Motion passed 4-0.) <br />C. Escrow Reduction Fields of St. Croix 2" d Addition <br />Planner Dillerud reported construction plans for this project were reviewed and approved by the City <br />Engineer during the late fall of 1999, the developer was allowed to proceed with grading and infrastructure <br />improvements based on the approved Preliminary plat and of the approved construction plans, with Letter <br />of Credit security to the City. <br />Based on the work completed to date, the City Engineer recommends a reduction in escrow from that <br />required by the Development Agreement. <br />M/S/P DeLapp/Siedow — to approved reduction of the escrow for Fields of St. Croix Phase 2 to $292,388, <br />based on the favorable recommendation of the City Engineer regarding work completed to date. (Motion <br />passed 4-0.) <br />8. PLANNING, LAND USE & ZONING <br />A. OP Final Plat and Development Agreement— Tana Ridge <br />Planner Dillerud reported the approved OP Development Stage Plan was for 20 single family detached lots. <br />With OP -qualifying amenities provided, this site is eligible for 18 lots standing alone, and two writs have <br />been internally added to the site from the companion Fields Phase 2 project to the south. The proposed <br />Final Plat and Development Agreement correspond to the approved Preliminary Plat and conditions to that <br />approval, most of which related to coordination with the Fields Phase 2 plat. <br />The proposed landscape plan meets the requirements of the OP ordinance regarding quantity (with existing <br />trees comprising the "10 trees per lot" standard on 6 of the 20 lots). Sizeable (8 foot) conifers and a boulder <br />wall are proposed where the public street approaches the west property line of the plat in response to <br />concerns raised during earlier project reviews.
