NEW BUSINESS: <br />A request was made to add to the City web page a City calendar showing meeting dates and staff update. <br />13. CITY ADMINISTRATOR'S REPORT: <br />A. Set date for street workshop <br />The Council set the date of Saturday, January 29, 9 a.m. at City Hall for a street workshop and extended an <br />invite to Tom Prew, the Maintenance crew, and Fire Dept. Council member DeLapp asked to invite <br />outside experts to make sure that the aesthetic and traffic calming design elements were considered. <br />B. Direction establishing a grading permit process. <br />Administrator Kueffner explained the intent of granting a grading permit to a developer before a Final Plat <br />is approved was to give developers a heads up because of the short construction season. The Developer has <br />to have the City Planner's and City Engineer's approval and a bond submitted. Council member Armstrong <br />questioned the process because it was new to her. <br />The City Planner asked the Council if they were going to manage construction plans and asked that they <br />don't get involved, or change standards. There are vested rights in the Preliminary Plat, nothing happens <br />until a FP has been approved. Council member DeLapp responded that sometimes during Preliminary Plat <br />review, the Council asks to have changes, but the developer doesn't do it when they come in with the Final <br />Plat. Mayor Hunt added when the City had contract planners the Council's requests didn't get done by <br />following through, but now we have a planner on staff. The Council has to be careful with their direction. <br />There was no Council consensus on the City planner changing the way he is operating. Design concerns on <br />roads and curbs can be discussed at the Street workshop. <br />Council member DeLapp talked to John Kari, who leads the Met Council's "Smart Growth" initiative, who <br />suggested looking at a development in Farmington. He will pass the information on to the Village <br />Commission, Planning Commission and City Planner. <br />Comprehensive Plan <br />The City Planner announced the Public Hearings are scheduled for January 24, north half of the City and <br />Feb 14", south half of City for policy and land use sections.
