M/S/P Dunn/Armstrong — with regrets to accept the resignation of Gloria Knoblauch from the Parks <br />Commission, and appoint John Heroff to serve out her term, which expires 12/31/2000 (At which time he <br />will be eligible for a three-year reappointment.) Further, the administrator is directed to send a letter of <br />appreciation to Gloria Knoblauch. (Motion passed 4-0). <br />Resolution adopting fee schedule for 2000 <br />Administrator Kueffner reported the Resolution needed to be modified to reflect the year change from 1994 <br />to 1997 codes. The WAC charges are $800 for current defined well service area, $1600 for the hook up <br />charge for new service areas. (Spelling error in line, private roads in AG zoning.) Council member DeLapp <br />indicated the Building codes are written in 3 yr. Cycles, and when the next updates come through, they <br />should be read carefully because it will combine the Uniform, Southern BOCA and Canadian codes. <br />M/S/P DeLapp/Armstrong — to adopt Resolution No. 00-02, A Resolution adopting the 2000 Fee Schedule, <br />as amended. (Motion passed 4-0.) <br />Council member Dunn had a concern with the taking of bulk water from hydrants because there is no <br />written policy on who can use this. The reason for this is in the past there was a problem with taking <br />drinking water and using it for dust control in other cities. Administrator Kueffner explained the water <br />taken is to fill pools or for watering trees. <br />K. Appointments to Lake Elmo Environment Management Commission <br />The Commission is short six members and the vacancies will be advertised in the City Newsletter. A <br />suggestion was made to find out what the Oakdale Environmental Commission has done. <br />M/S/P DeLapp/Annstrong — to appoint Margaret Carlson, Bruce Dunn, Greta Gauthier, and Barry Harrison <br />to the Lake Elmo Environment Management Commission. Further, at the Commission's organizational <br />meeting in January, it determines how the Commission's terms will be staggered. (Motion passed 4-0). <br />L. Appointment to Village Cormnission <br />The City received the resignation of Cindy Gackle. The Village Commission will meet on Saturday, <br />January 8 at City Hall. <br />M/S/P Armstrong/Dunn — to appoint Yvette Oldendorf, Anne Bucheck, Jeanne Nelson, Brett Emmons, <br />Arlo Frost, David Herreid, Debbie Krueger, and Mary Moberg to the Village Commission. Further, at the <br />Commission's organizational meeting in January, it determines how the Commission's terms will be <br />staggered. (Motion passed 4-0.) <br />M. Appointments to Human Rights Commission <br />It was noted that Debbie Krueger resigned from the Commission. Vacancies will be advertised in the City <br />Newsletter and Cable. <br />M/S/P DeLapp/Armstrong — to appoint Cathy Twiss, Carol Banister, and Joni Chavez to the Lake Elmo <br />Human Rights Commission. Further, at the Commission's organizational meeting in February, it <br />determines how the Commission's terms will be staggered. (Motion passed 4-0.) <br />N. Appointment of Council Liaisons to City Commission and Committees <br />The Council liked the ability to attend the various commission meetings. They get good minutes from each <br />commission, the staff advises, the Planning Commission meeting is on cable for viewing, and thought it is <br />not necessary to have people appointed.
