M/S/P Dunn/Siedow β€” to adopt Resolution No. 2000-019, a Resolution approving the issuance of a <br />charitable gambling license by the State of Minnesota to the Lake Elmo Jaycees. (Motion passed 5-0). <br />B. Reminder of Nuisance Ordinance re:Parties <br />Mayor Hunt reminded residents who would be holding high school graduation parties that permitted <br />drinking under the age of 21 is illegal, and property owners, who have permitted underage drinking, are <br />liable for any injuries. The Sheriff's Dept. will ticket cars parked on streets where there are "no parking <br />signs". Our City parks are patrolled. <br />C. 300' Street Speed Study by MnDOT <br />The City received a 30"' Street Speed Study from Mn/Dot suggesting a 35-mph speed limit from Lake Elmo <br />Avenue to approximately 300 feet east of its intersection with Lisbon Avenue N. From there to Manning <br />Avenue, the report suggests a 40-mph speed limit. The study area is now posted at 30 mph, but the study <br />indicates that speed limit is too slow. The area that is now proposed to be posted at 35 mph, except for <br />extension to approximately 300 feet east of Lisbon, has been posted at that speed since before <br />reconstruction of the road. The remainder of the road was posted at 55 mph, which is a recommended <br />decline in that speed limit. <br />M/S/P DeLapp/Dunn β€”to thank the City Engineer for his efforts in the design process and following <br />through with the state to get a decline in the speed limit on 30" Street. (Motion passed 5-0.) <br />M/S/P DeLapp/Siedow β€” to accept the results of the 30"' Street Speed Zone and recommend speed limits <br />posted as recommended in the May 5, 2000 letter from Lars hnpola, Traffic Studies Engineer. (Motion <br />passed 5-0). <br />S. CONSENT AGENDA <br />A. Resignation from Planning Commission: Greg Gerard <br />The City received a letter of resignation from Greg Gerard, First Alternate on the Planning Commission. <br />Upon acceptance of Mr. Gerard's resignation, Eric Lipman will move up to First Alternate. <br />M/S/P Dunn/Armstrong β€” to accept the resignation with regrets of Greg Gerard from the Planning <br />Commission and move Eric Lipman to the First Alternate seat, and direct the staff to advertise the vacancy <br />in the City Newsletter and on cable. (Motion passed 5-0.) <br />6. MAINTENANCE/PARK/FIRE/BUILDING: <br />Building Official Jim McNamara provided the April building permit update. <br />The Council asked if there should be fencing around the wetland treatment area and asked the staff to send <br />a letter to the Fields of St.Croix HOA reminding them it is their responsibility that snowmobiles should not <br />be driving over system. There will not be streetlights in the Fields of St.Croix Second Addition unless <br />approved by the Council. <br />7. CITY ENGINEER'S REPORT: None <br />8. PLANNING, LAND USE & ZONING: <br />A. Referral from Planning Commission - Lot Size for keeping of horses <br />Planner Dillerud reported the Planning Commission considered letters from two residents of Midland <br />Meadows (CSAH 10/Lake Elmo Avenue) regarding amendment of the Zoning Ordinance to reduce the <br />minimum lot size for the keeping of horses from the present 10 acres to a standard parallel to those found in <br />some surrounding communities and Washington County.
