4. PUBLIC INQUIRIES/INFORMATIONAL: <br />A. Public Inquiries <br />Gloria Knoblauch, pointed out the Fire Station located on Laverne Avenue N. needed a new American flag. <br />Council member Armstrong had inquired at 3M about a sensor and found that 3M does not make them any <br />more. <br />B. Request for payment of electricity to NSP for street lights of Fields of St. Croix <br />Gary VanCleve, President of the Board of Directors for the Fields Community Assoc., requested that the <br />City pay the power costs of the lights to NSP, which he estimated the cost amount to about $4,000 a year. <br />The streetlights located in the Fields of St.Croix were not part of the original plans for the neighborhood. <br />The Council indicated the developer had chosen to install the lights as an amenity, and the City was not <br />responsible for their costs. The developer should have informed the Homeowners Association that part of <br />their ongoing maintenance costs would include the streetlights. Council member DeLapp pointed out the <br />lights were installed on City property without City approval, and are taller than what the City code permits. <br />M/S/P Armstrong/DeLapp — to direct the City Administrator to send a letter to Gary Van Cleve, President <br />of Fields of St.Croix Board of Directors, stating the City declines Mr. VanCleve's request for payment of <br />electricity to NSP for street lights in the Fields of St.Croix based on reasons stated in the coversheet. <br />(Motion passed 5-0). <br />C. Resolution approving a Joint Use & Maintenance Agreement with Oakdale for Helmo Avenue <br />Extension <br />In December 1999, the Council conditionally approved the plans for the Helmo Avenue extension. The <br />attorneys for both cities have worked out the attached agreement for this project. The three affected <br />residents haven been notified. <br />M/S/ DeLapp/Dunn — to approve the plans with exception that the Helmo Avenue extension will not be any <br />wider than the width in Lake Elmo so the streets would line up. <br />M/S/P Armstrong/Dunn — to postpone consideration until our City Engineer receives a clarification from <br />Oakdale's engineer on what was presented in December, was it two lanes, no turn lanes, road width <br />matches, preserve creek. (Motion passed 4-]:DeLapp: he has all the clarification he needs). <br />Council member DeLapp asked that trees be planted every 30' on center, up to a cost of $2,000, on Lake <br />Elmo's side. <br />M/S/P Armstrong/DeLapp — to include clarification on landscape plan to our City Engineer. (Motion <br />passed 5-0). <br />After this discussion, Brian Bachmeier, Oakdale City Engineer, was in attendance at the meeting and <br />explained the width of the road is 40' and tapers to 36' to the south. He has worked with Washington <br />County on the intersection. The bid came in favorable, lower, and understands landscaping will be <br />enhanced. <br />M/S/P DeLapp/Siedow — to approve Resolution No. 2000-017 approving the Joint Use and Maintenance <br />Agreement with the City of Oakdale for the Helmo Avenue Extension with the understanding that <br />landscaping would be enhanced.
