Rebecca Tenpas <br />11330 50a' Street <br />Ms. Terzpas asked the Cmxd to postpone a decision witil after they rffetud a mpon fvcrn MnDOT She said if <br />V' Street u as mpvrn� the speed limitumU increase to 55 MPH and said she felt this was more ofa hazard than <br />a dirt road She said the bwnpy road kept the speeds lower: She suggested the idea of lack-to-ba& ad-de-saa <br />Resident <br />50'' Street <br />The resident asked pacer thepro[erty owners umld be assessed for the improtamw, <br />Administrator Kueffner explained the City's assessment policy, and noted the vehicle speed on 30" <br />Street has decreased since it was paved. <br />Maintenance Supervisor Olinger said a back-to-back cul-de-sac idea was implemented in the Foxfire <br />development, and it does network, stating it is not feasible for snowplowing in the winter months. <br />M/S/P DeLapp/Siedow - to approve Resolution No. 2000-022, Declaring Adequacy of <br />Petition and Ordering Preparation of Report to Improve 50a' Street, directing the City <br />Engineer to study traffic calming devices, back-to-back cul-de-sacs, and a bike path <br />connecting to the Stillwater Area High School. <br />(Motion Passed 5-0). <br />5.13 Right -of -Way Ordinance <br />Administrator Kueffner said, in her opinion, the City is long overdue in adopting a right-of-way <br />ordinance that provides for the protection of the City, and is specifically spelled out in the attached <br />"Findings and Purpose" draft ordinance. She noted she had reviewed the draft with Dan Olinger, <br />Tom Prew, and Jerry Filla, and they, along with the City Planner support adoption of the ordinance. <br />She explained that there will be no changes to the dimensions of right-of-way, only use. <br />M/S/P Armstrong/DeLapp - to adopt Ordinance No. 9756, and Ordinance Relating to <br />Right -of -Way Management. <br />(Motion Passed 5-0). <br />M/S/P DeLapp/Dunn - to direct that a summary of Ordinance No. 9756 be published. <br />(Motion Passed 5.0). <br />6. Maintenance/Park/Fire/Building <br />7.A.1 Update on Clean-up Day 2000 <br />Supervisor Olinger reviewed Clean-up Day 2000 reports from Vasko Rubbish Removal & Recycling <br />Systems. He noted, once again, the cost for Clean -Up Day was below the budgeted amount, for the <br />third year in a row.
