Greg Mamlquist gave an update on the activities of the Fire Dept., which can be obtained on the City <br />website. Malmquist stated the maintenance crew worked with fire dept and did a fantastic job on the day of <br />the storm. He thought it was a good idea for the fire dept to get into the visitor's guide and recruit <br />members. <br />D. A Septic system video can be obtained at city <br />hall. <br />Wildflower Shores: <br />The Council approved the Development contract, but the agreement for Outlet E has not been resolved. <br />This was left with the Administrator to talk to Oakdale about options. An UPDATE on status of this <br />development will be placed on next agenda. <br />8. CITY ENGINEER'S REPORT: See Agenda Items 7D(1)&(2) <br />9. PLANNING. LAND USE & ZONING: <br />A. Public Hearing - Economic Development Tax Abatement <br />As directed by the Council on June 20, staff properly noticed a Public Hearing to consider an Economic <br />Tax Abatement Program for Lake Elmo. Planner Dillerud explained it is not necessary to specifically <br />designate the Public Infrastructure projects that will be funded by the annual abatement amounts of <br />$65,0004100,000 (City amount) per year. If the City adopts the program and directs application for <br />participation by the County and the School District, it will be necessary to be more specific in those <br />applications. Staff recommended that the allocation of funds (be the City, County, or School District) be <br />made on a percentage basis, rather than in exact amounts. <br />Mayor hunt opened up the Public Hearing at 8:22 p.m. <br />There were no comments for or against the proposed program. <br />Mayor Hunt closed the public hearing at 8:23 p.m <br />M/S/P DeLapp/Siedow - to adopt Resolution No 2000-028, establishing a Tax Abatement Program and to <br />direct staff to make application to Washington County and District 622 for Tax Abatement based on a <br />specific distribution of Tax Abatement Funding to Public Infrastructure projects. (Motion passed 3- <br />2:Armstrong, Dunn). Armstrong liked the new well project, but the City will pick and chose the projects. <br />Dunn — the share is out there to get, but it is a big pool of money just being moved around. The City has to <br />look at the total good of what the community is all about.
