Lake Elmo City Council Minutes <br />November 21, 2000 <br />Councilmember Armstrong: <br />Absent <br />Council member DeLapp: <br />He handed out information on environmental assistance on effective lighting. <br />The discussion on the Stillwater Bridge design will start in two weeks. <br />He handed out a Road assessment policy with intent of per share based on their use <br />so propertyowners will pay in proportion to what they get out of the road. The Road <br />assessment policy will be discussed at a future meeting. <br />Councilmember Dunn: <br />Absent <br />Councilmember Siedow: No Report <br />The Lake Elmo Volunteer Party is being scheduled for either January or February. <br />12. CITY ADMINISTRATOR'S REPORT: <br />A. Proposed By-law changes to Fire Department Relief Assoc. <br />Administrator Kueffner provided a copy of the Fire Department's Relief Association <br />Bylaws recently updated by the Association's Officers. Brad Winkels, President of <br />the Association will be at the December 5th meeting to answer any questions. <br />B. Memo from Don Wisniewski <br />Council was provided a memo from Don Wisniewski outlining what they feel will be <br />the major topics at the November 281h workshop. Mayor Hunt will contact the <br />administrator regarding incorporating Council member DeLapp's comments and go <br />over the proposed presentation. <br />C. Copy of the updated comp plan from Council workshop. <br />Council was provided with an updated copy of the Comprehensive Plan which <br />incorporated changes and added language. In the next two weeks, the Council will <br />review and provide comments. <br />D. Proposed Pay Plan: <br />The Administrator would appreciate comments from the Council on Memo with pay <br />plan proposal because she would like to proceed. <br />13.
