Council member DeLapp reiterated his <br />proposals for assessment policy changes. <br />M/S/P Armstrong/Dunn — to set the second Council meeting in January for <br />discussion of assessment policy and send Council member DeLapp's <br />assessment policy proposal onto Council for consideration. (Motion passed <br />5-0). <br />M/S/P DeLapp/Dunn — to adopt Resolution No. 2000-060, receiving the <br />feasibility report for the improvement of 15th street and to call a public <br />hearing, with discussion on width, appropriate landscaping and character, at <br />7:30 p.m. on January 16, 2001. (Motion passed 5-0). <br />B. 50th Street Improvement <br />Tom Prew informed the Council that he needs more time to prepare the <br />additional options for the proposed 50th Street Improvement. Staff <br />recommended this item be postponed until January 16, 2000 in order to <br />review this presentation before it goes to the Council and the affected <br />residents <br />M/S/P Dunn/Siedow — to postpone receiving the options for the <br />improvement of 50th Street, from State Highway 5 to Lake Elmo Avenue <br />(County Road 17) until January 16, 2001. (Motion passed 5-0). <br />9. PLANNING, LAND USE & ZONING• <br />A. Carriage Station Conditional Use Permit for Neighborhood <br />Identification Signs <br />At its November 13, 2000 meeting, the Planning Commission recommended <br />approval of this application for a Conditional Use Permit to construct two <br />permanent neighborhood identification signs at entrances to the Carriage <br />Station neighborhood. The sign at 55th and State Highway 5 would be 44 <br />square feet in area and extend 5.5 feet above grade. The sign/monument in <br />the street median at Marquess Trail and State Highway 5 would be <br />approximately 24 square feet in area and extend 3.5 feet above grade. <br />Discussion by the Planning Commission and the Council centered on <br />whether permanent neighborhood identification signage was appropriate in <br />Lake Elmo. <br />LAKE ELMO CITY COUNCIL MINUTES DECEMBER 5, 2000 4 <br />
