M/S/P Dunn/Siedow - to approve the site plan for a 2,533 sq.ft. one-story <br />addition to the High Pointe Health Campus structure, per plans applicant <br />dated November 15, 2000, based on the recommendation of the Planning <br />Commission and approval for "Proof of Parking". (Motion passed 5-0). <br />C. Comprehensive Plan 2000-2020 <br />The City Planner provided the Housing Chapter Draft, recommended by the <br />Planning Commission and copies of the Inventory and Policy chapters and <br />Land Use Map of the 2000-2020 Comprehensive Plan. <br />The Council received letters dated December 4 and 5, from John Lang, <br />Messerli & Kramer, representing his client Dale properties, objecting to the <br />draft housing element of the Comprehensive Plan. <br />Alan Dale stated he would like to develop his 90 acres, at the Junction of <br />County Road 13 (Inwood) and County Road 10 (10t' Street), by using what <br />he thought was currently available sanitary sewer and the road infrastructure <br />which is in place with a housing density of three to four units per acre. <br />The Council had never talked about sewering this property as indicated in <br />the proposed comprehensive plan. They would not send the Housing Chapter <br />and Land Use Map back to Planning Commission to follow Mr. Dale's <br />suggestion. Once these chapters are adopted this doesn't preclude Mr. Dale <br />to file an amendment. <br />M/S/P Dunn/Armstrong — to adopt Resolution No. 2000-062, A Resolution <br />adopting the 2000-2020 Comprehensive Plan Inventory/Policy Chapters. <br />(Motion passed 3-1:Siedow: doesn't like the policies for the Old Village <br />housing which will turn into ordinances in the future, he doesn't have to do <br />research, but likes to go with his gut feeling, which usually is right, and <br />believes these policies are too restrictive.) <br />M/S/P DeLapp/Dunn — to amend page 20 add "manufacturing of products <br />for direct sale,"... (Motion passed 5-0). <br />M/S/P Armstrong/DeLapp — to adopt Resolution No. 2000-63 adopting <br />Housing Chapter of the 2000-2020 Comprehensive Plan.
