Administrator Kueffner stated that an impact fee is not allowed in the state <br />of MN. It is very subjective for ease of getting in and out, passing vehicles, <br />onstreet parking, treating cul-de-sacs fairly ... how do you determine this? <br />Council member Armstrong liked what Steve had come up with, for <br />example 50ffi Street, in the new developments the residents want the paved <br />street, but the developer paid a pittance, and the request for a paved road was <br />not brought on by the residents along 50"' Street. <br />M/S/P Armstrong/Dunn — to take Council member DeLapp's proposed <br />assessment policy for legal review by the City Attorney and look at the <br />policy at areas where they think can be approved.
