11.CITY COUNCIL REPORTS: <br />Council member Armstrong attended the Elected Officials meeting for <br />School District 622 and alerted them that the new Cardinal Ridge <br />development is included in 622. <br />Council member DeLapp reported the new construction of the Stillwater <br />bridge was put on hold. <br />Council member Dunn attended the January 11`h VBWD meeting, where <br />there were complaints on high water in Anna's Grove. There is an ancient <br />waterfall that drops 30 ft. to the East. Brian Bachmiere, City of Oakdale, <br />stated they don't maintain their ponds, but are starting to put together a <br />maintenance schedule. What is the life and schedule for our ponds to work <br />the way its intended? The Palecek property has had water problems since <br />the 1007 project in 1988 causing him to loose pine trees. The VBWD will <br />put the 5 scenarios together to eleviate the problem. <br />Council member Siedow informed the Council that long-time Lake Elmo <br />resident, Elmer Dittman passed away, and the Council offered their <br />condolences. <br />12. UNFINISHED BUSINESS: <br />13.CITY ADMINISTRATOR'S REPORT: <br />A. Assessment Policy <br />The Council received a copy of Councilman DeLapp's proposed assessment <br />policy, the City's current assessment policy and a letter from Attorney Filla <br />clarifying assessment guidelines. <br />Council member Dunn found some positive things in DeLapp's proposed <br />policy, but how do you do implement across the entire City. The difficulty of <br />enforcement is a concern. Council member DeLapp referred to a memo <br />from Tom Prew to the former planner 4 years ago on 501" street where he <br />used the actual amount for reconstruction and charge a portion based on the <br />additional traffic generated.
