C.Highway 5 Alternatives Study <br />Howard Preston of the Howard Green Company, presented the completed <br />work regarding Highway 5 traffic originals/destinations research and <br />alternative design conclusions. <br />The question was asked if a traffic light at CSAH17 would stop speed? Mr. <br />Preston responded that a traffic signal doubles the amount of crashes and is a <br />solution to only a very few problems. <br />M/S/P Dunn/Armstrong — to receive the Trunk Highway 5 Alternatives <br />Study from Howard Green Company as a completed contract, and <br />authorizing payment of the balance of the contract fee. (Motion passed 5-0). <br />M/S/P DeLapp/Siedow to direct the planner to share with PZ, state, county <br />Highway 36 Committee and ask them to study alternatives and come back <br />with recommendation. (Motion passed 5-0). <br />M/S/P Dunn/Siedow — Because the Mayor has to leave early, move Item 9G <br />for discussion because this item requires 4 votes. (Motion passed 5-0). <br />D.Zoning Map Text Amendment & CUP Low Impact AG (continuation) <br />Applicant: E&H Earthmovers Terry Emerson <br />Portions of this application were approved at the February 6, 2001 Council <br />meeting, but at the request of the applicant, consideration of the rezoning, <br />some text amendments, and the resolution granting a CUP was continued for <br />30 days. <br />Administrator Kueffner explained the CUP would have to follow the <br />Armstrong CUP in allowing a portion for a Agricultural Low Impact use in <br />an attempt to retain open space and yet give the propertyowners a reason to <br />want to keep it open. She rewrote the draft CUP for Mr. Emerson's <br />proposal, modified the definition of a "Contractor Maintenance Shop"and <br />added a requirement in the CUP that all buildings, equipment, trailers, <br />machinery and unspecified material related to the E&H Earthmoving <br />business be removed from the current site. <br />The Administrator asked the Council to reconsider the failed motion to adopt <br />Ordinance No. 9771.
