11. CITY COUNCIL REPORTS: <br />Mayor Hunt reported the Lake Elmo Jaycees would like to talk to the <br />Council about charitable gambling at 6:30 before the April 17th Council <br />meeting. They have a different interpretation of the state law than the City. <br />Council member Dunn provided an article from the St. Paul Pioneer Press <br />indicating roundabouts have 36% less accidents by the National Institute for <br />safety. This article should be passed onto Washington County. Dunn stated <br />she left a voice mail message with Don Wisniewski, Washington County, <br />requested the County study adding a crosswalk on Lake Elmo Avenue, but <br />she didn't get a call back. Administrator Kueffner reported Washington <br />County is doing a study on parking and adding a crosswalk on Lake Elmo <br />Avenue, which should be done in mid July. <br />Council member DeLapp asked that a policy on residential lighting in <br />subdivisions be added for discussion to a future agenda under Planning <br />Land Use & Zoning. Tom Prew reported he is close to completing the street <br />lighting placement plan. <br />13. CITY ADMINISTRATOR'S REPORT: <br />B. Hwy 36 Update <br />In his memo dated April 3, 2001, Planner Dillerud updated the Council on <br />the latest Technical Evaluation Committee (TEC) meeting that he attended <br />on March 28. The Council agreed that we would be able to solicit support <br />from other communities for opposition to MNDOT and the County's plan. <br />Dillerud's memo <br />M/S/P DeLapp/Armstrong - to call a meeting on the Highway 36 corridor <br />Study hosted by Lake Elmo and invite surrounding communities. (Motion <br />passed 5-0.) <br />D. Lodging Tax: POSTPONE until the April 17"' Council meeting. <br />E.
