M/S/P Armstrong/Siedow - to adopt Resolution 2001-038, approving the <br />Final Plat of Lake Elmo Vista and to adopt Resolution 2001-039 setting <br />conditions of Final Plat approval to include Condition No. 4. The landscape <br />plan dated February 9, 2001 shall be amended to reflect the 104 trees <br />proposed to be added to the site (in addition to boulevard trees) be located in <br />such a manner as to be evenly distributed upon the 8 lots on which no <br />existing trees are now located — 13 new trees per lot. (Motion passed 4-0). <br />9E. Low Impact NonAg Conditional Use Permit Siverson <br />Neil and Susan Siverson have made application for Low Impact Ag Use of a <br />nominal 40-acre parcel adjacent and east of Cardinal Ridge that would <br />include a 16,000 sq.ft., public storage structure, and, an area of unimproved <br />outside storage for items allowable within the definition of Low Impact Ag. <br />The application complied with the mandatory design standards of the Low <br />Impact Ag Section of the Zoning Ordinance. <br />Planner Dillerud reported the applicant requested reconsideration of the <br />condition as to hours of opening time to 7 a.m. versus the 8 a.m. opening <br />time. The legal description of CUP area will be provided with a site plan. <br />Council member DeLapp indicated this public storage structure is not an Ag <br />building. The tax assessor will not look at it as an Ag building, but as <br />commercial operation that meets commercial standards. This building will <br />have to be sprinkled. <br />M/S/P Siedow/DeLapp- to adopt Resolution 2001-040, A Resolution <br />Granting A Conditional Use Permit for a Non -Agricultural Low Impact Use <br />for Neil Siverson and Susan Otto-Siverson with Condition 18. Opening <br />Hours of Operation shall be 7 a.m. to be reviewed at annual CUP review and <br />changed to 8:00 a.m., if there is a problem. Lights proposed are for security. <br />DeLapp encourage them to use motion sensor lights. (Motion passed 4-0). <br />11. CITY COUNCIL REPORTS: <br />Council member Dunn asked the status of the Tower Ordinance. Planner <br />Dillerud will review and report back. <br />12.
