M/S/P Armstrong/DeLapp - to adopt Ordinance No. 9795, An Ordinance <br />amending Section 300 of the City Code to revise procedures regarding <br />review and decisions regarding zoning variance. (Motion passed 5-0.) <br />D. Livable Communities Participation <br />The Metropolitan Council has invited Lake Elmo's enrollment in the <br />Metropolitan Council Livable Communities Local Housing Incentives <br />Account Program (LCA). The Council was enrolled in 1997-1998, but did <br />not re -enroll in 1999. The Council believed the City had a high level of <br />affordable housing. <br />M/S/P Armstrong/Dunn - to not participate in the Livable Communities <br />Local Housing Incentives Account Program and staff will notify the <br />Metropolitan Council that Lake Elmo respectfully declines LCA <br />participation. (Motion passed 5-0.) <br />10.CITY ATTORNEY'S REPORT: <br />A. Conciliation Court Summons and Complaint <br />The City received a Summons and Complaint for damages that occurred at <br />the Oakdale Gun Club during a structure burn by the Lake Elmo Fire Dept. <br />Attorney Filla has reviewed the document and recommended that it is in the <br />City's best interest to pay the $277.00 claim. <br />M/S/P Dunn/Armstrong — to direct the Finance Director to pay the claim of <br />$277.00 out of the 1,000 donation from Oakdale Gun Club. (Motion passed <br />5-0.) <br />I1.FINANCE DIRECTOR'S REPORT: <br />The Computers are installed and everyone is adjusting. <br />12.UNFINISHED BUSINESS <br />13.CITY ADMINISTRATOR'S REPORT: <br />A. Woodbury's Comments on Lake Elmo Comprehensive Plan <br />The Council received a letter from Woodbury's City Administrator, Barry <br />Johnson, regarding Lake Elmo's Comprehensive Plan.
