E. Section 520 Site Plan — Hiner Development <br />Planner Dillerud reported the Planning Commission recommended approval <br />of this Section 520 site plan to construct a golf practice facility on a 40 acre <br />site west of Keats Avenue and North of Hudson Blvd. The Council <br />previously approved a Conditional Use Permit and Comprehensive Plan <br />Amendment/Rezoning to establish the AG zoning required for the <br />Commercial Recreation CUP. Dillerud indicated the City is aware the site <br />plan proposed extensive grading of the site, primarily grading within the <br />Keats right-of-way and private septic capabilities of the site once all the <br />grading is accomplished. City Engineer Prew has advised that his concerns <br />have been addressed by the applicant without the need to modify the site <br />plan. Staging of the site grading, as it relates to a large quantity of high grade <br />sand/gravel that could be removed from the site is an issue that will be <br />handled administratively -"mining". <br />Council member Dunn voiced her concerns on the mining issue and the <br />disruption to the environment and that there are buildings that will be leased <br />and not locally owned. <br />The Council received a letter from Ray Salus, Country Air Driving Range <br />indicating his concerns with the proposal. <br />Rich Hiner explained he will lease out the golf school to a golf pro and lease <br />the pro shop and coffee shop The County has given approval to road. <br />Parking lot is planned for 210 cars and additional 40 cars with 175 parking <br />spaces plus parking for employees. Because of special promotions, they will <br />need the additional parking area. <br />M/S/P Armstrong/Siedow — to approve the section 520 site plan of Hiner <br />Development for a golf practice facility, subject to the following conditions: <br />1. A 50 foot parking setback to Keats Avenue shall be maintained. <br />2. Enlargement of the parking lot landscape islands to comply with Code <br />standards. <br />3. Compliance with the recommendations of the City Engineer. (Motion <br />passed 5-0.) <br />F. Comprehensive Plan Amendment — NassBuberl/Bidon <br />Peter Coyle, Larkin, Hoffman, Daly & Lindgren, representing Mr. Nass <br />stated Mr. Buberl to the east and Mr. Bidon, who owns property between the <br />two parcels Mr. Nass owns, joined in the application. Mr. Coyle summarized <br />his letter dated March 25, 2002. <br />Attorney Filla provided additional language to the Resolution if the Council <br />was planning on denying the Comprehensive Plan Amendment.
