Mayor Hunt called the City Council to order at 7:00 p.m. in the Council chambers. <br />PRESENT: Siedow, Dunn, Hunt, Armstrong, DeLapp, City Planner Dillerud, City <br />Engineer Prew, City Attorney Filla, Building Official Jim McNamara, and Administrator <br />Kueffner. <br />1. AGENDA <br />Additions to Agenda by the City Administrator: GO Bond Payment, Job Evaluation for <br />Jim McNamara, Revised Assessment Policy for discussion, Update on Unfinished <br />Business, Six-month report on budget vs. expenditures. Hiring temporary position <br />(Filing Clerk); ADD. 9G. Update on Met Council <br />M/S/P Dunn/Armstrong - to approve the July 16, 2002 City Council agenda, as amended. <br />(Motion passed 5-0). <br />2. MINUTES: July 2, 2002 <br />M/S/P Armstrong/Dunn - to approve the July 2, 2002 City Council minutes, as amended. <br />(Motion passed 5-0). <br />3. PUBLIC INQUIRIES/INFORMATIONAL: <br />A. Public Inquiries <br />Paul Boucher, 8419 Lake Jane Trail, moved in 8 weeks ago and noticed vandalism and <br />cars speeding when he got home from work around 6-8 p.m.. Mr. Boucher called the <br />sheriff, who sent out a Deputy who commented handing out 2-3 speeding tickets, but 15 <br />or so warnings. Mr. Boucher indicated he has not seen any level of reduced speeding <br />since that time. He reiterated the neighbors' concerns with speeding for several years. <br />Council member DeLapp added that mailboxes on the west end of Lake Jane Trail have <br />been targeted by baseball bats. The City Engineer will look into if there is a lack of road <br />signs east of Lake Jane. <br />B. Brian LaClair, Republican Candidate for State Senator (56) <br />Brian LaClair introduced himself, that under the new redistricting plan he will be running <br />as the Republican Candidate for State Senator (56) against Len Price. Mr. LaClair <br />indicated he has signed a "no taxes" pledge and has concern with the amount of power <br />Met Council has been given. <br />C. Ginny Holder, Ramsey/Washington Cable Commission <br />Ginny Holder reported AT&T and Comcast want to merge. Once done, a new company <br />will have 40% of the nation's subscribers. Their auditing firm states the new franchise <br />cannot handle all of this and recommends denial of the franchise. Lake Elmo has a <br />weighted vote of 3 out of the 100 votes so no matter how she votes, it won't matter in <br />terms of a majority vote. If the Commission denies the merger application, a law suit may <br />follow. Ms. Holder indicated if she feels the commission has no right to deny, she may <br />register Lake Elmo's vote on the record so that it is not included in a lawsuit.
