11. CITY ADMINISTRATOR'S REPORT: <br />A. County Road 13 Improvements: Hudson Blvd Turnback <br />Washington County had prepared documents for proposed improvements to two <br />roadways in the City: CSAH13 (Inwood Avenue) from I-94 and CSAH10 (10"' Street <br />N.); and Hudson Boulevard, from CSAH13 to CSAH15 (Manning Avenue). The projects <br />consist of a reconstruction/overlay of CSAH 13; improvements and bituminous overlay <br />of Hudson Boulevard; and traffic signal installation at three intersections: CSAH13 and <br />CSAH10; CSAH13 and Hudson Boulevard; and CSAH13 North I-94 ramps. <br />Maintenance Agreement for Traffic Signal at CSAH 13 and CSAH 10• <br />This is Washington County's Traffic Control Signal Maintenance Agreement, that <br />stipulates the City shall provide necessary electrical power for its operation and clean and <br />re -lamp the overhead street lights at the cost of the City. The Council previously adopted <br />Resolution 2001-091 approving the plans and specifications relating to this traffic sign <br />and at that time acknowledged its cost participation. Administrator Kueffner pointed out <br />there is a figure in error on page 3 and should be $1,126,400. Also, the area turn back <br />should be defined in Page 2. Article 1, Section in IA as opposed to what is described in <br />the second Whereas. Administrator Kueffner would like documentation from TKDA that <br />Hudson Blvd meets the 9-ton road specs of the City. <br />M/S/F DeLapp/Dunn — to request Washington County provide a bike path, landscape, <br />and to work with County to get a traffic light at CSA1417 and Hwy 36, and center areas <br />separate roads should be landscaped. (Motion failed 2-2:Hunt, Armstrong did not want to <br />hold this project hostage for a signal light at CSAH17 and Highway36. <br />M/S/P Armstrong/Hunt — to approve the maintenance agreement for traffic signal at <br />CSAH 13 and CSAH 10. (Motion passed 3-1:DeLapp) Dunn commented we do not want <br />a timing problem as with the lights by Imation.). <br />Cooperative Agreement for Improvements on Hudson Boulevard and installation of <br />Traffic Signal: <br />This is an agreement to make improvements to Hudson Boulevard and install the Traffic <br />Control Signal at Hudson Blvd. and CSAH13. The improvements will be paid for with <br />the proceeds from Mn/DOT negotiated for the turn back of Hudson Blvd. to the City. <br />The cost for this project is estimated to be $534,000. Lake Elmo will pay a maximum of <br />$500,000, and the County will absorb the balance. <br />Mayor Hunt thought the turn back of Hudson Blvd. to the City would allow the City to <br />control the development in the area. City Engineer Prew explained the City could receive <br />MSA funds for Hudson Blvd. that can cover 5% allotment for landscape, and the City <br />could assess the maintenance overlay to the residents. <br />Council member Durm wanted a firm date for installation of a signal light at County <br />Road 17 and Highway 36 because it is a safety issue.
