Administrator Kueffner suggested the City <br />turn over the landscape issue to the Environmental Committee. <br />M/S/P Armstrong/Hunt - to approve the cooperative agreement for improvement on <br />Hudson Boulevard and installation of traffic signal. (Motion passed 3-1:DeLapp would <br />not approve agreement because it does not provide a bike path access. He felt this is a <br />proposal to accommodate Woodbury development. Lake Elmo is paying for the <br />inconvenience of the signal lights and now they have to pay for the lights.) <br />Resolution Approving the plans for the Project: <br />This includes the following: Traffic signal installation at CSAH13 and north I-94 ramps; <br />street improvements and traffic signal installation at CSAH13 and Hudson Blvd.; the <br />reconstruction/overlay of CSAH13, from I-94 to CSAH10; Traffic signal installation at <br />CSAH13 and CSAH10; and plans for the overlay and improvements to Hudson Blvd., <br />from Eagle Point Blvd. to CSAH 15. <br />M/No Second DeLapp/No Second — to adopt the resolution approving the plans for the <br />project conditioned on placing a bike path on Inwood that would go in from 10`" St. to <br />Woodbury's existing trail. <br />The Council understood there is a plan for a bike path on the Oakdale site and an <br />agreement is being worked on between Oakdale and Woodbury. <br />M/S/P Armstrong/Hunt - to approve Resolution No. 2002-013 approving the plans for the <br />project as stated in coversheet conditioned there will be no top soil removed from the site <br />for the project, but to retain the top soil for plantings on the Lake Elmo site. (Motion <br />passed 3-1:DeLapp) <br />The Environmental Commission could do landscaping after the project as long as they <br />keep the good soil to support plant life. <br />Turn Back Agreement with Mn/DOT: <br />The City has negotiated a $1,126.400 from Mn/DOT for the turn back of Hudson Blvd. <br />This money will be turned over to Washington County to cover the costs of the <br />improvements mentioned in this memo. <br />M/S/P Armstrong/Hunt — to approve the Turn Back Agreement with MnDOT with <br />suggested wording (addition of the defined area to be turned back in Article, I Section A.) <br />by City Administrator and money figure corrected.
