M/S/P DeLapp/Dunn — to recommend that the letter of hire be reviewed by the City <br />Attorney, and if he finds there is nothing to prevent the City from hiring Bill Keran, that <br />the City Attorney, Finance Director and City Administrator be instructed to prepare a <br />contract with Mr. Keran and bring it back to the Council at its next meeting for approval. <br />(Motion passed 5-0.) <br />B. Membership with Association of Metropolitan Municipalities <br />The City received a letter from the Association of Metropolitan Municipalities regarding <br />the possible membership in its organization. The annual fee for 2003 will be $2350. If <br />the City joins now, they have prorated our November and December membership fee at <br />$190 per month. The City Planner noted that the membership in this organization was <br />strongly recommended by Bob Nowlin, our special council for fighting the Met Council <br />over our Comprehensive Plan. <br />M/S/P DeLapp/Dunn — to approve the City's membership with the Association of <br />Metropolitan Municipalities as outlined in their letter dated October 28, 2002. (Motion <br />passed 5 -0.) <br />C. Fire Service Agreement (Discussed under Agenda Item 3C.) <br />D. Authorization for Professional Services — Dick Thompson, TKDA <br />Because of his background with the Metropolitan Council, Dick Nowlin has <br />recommended we use Dick Thompson of TKDA to assist with those issues listed under II <br />Services to be provided by TKDA. The City Planner agrees that Mr. Thompson can <br />provide a much needed historical perspective to Mr. Nowlin in preparation of our <br />Comprehensive Plan hearing. The City Administrator approved Mr. Thompson's <br />meeting with one of Mr. Nowlin's staff members this past week. <br />M/S/P Dunn/Armstrong — to approve the agreement with Dick Thompson/TKDA for <br />Comprehensive Planning Consultation — Metropolitan Council Plan Review of Lake <br />Elmo's Comprehensive Plan/Administrative Hearing; and, to designate Chuck Dillerud, <br />the City Planner as the City's representative with respect to the work to be performed, <br />and Chuck Dillerud shall have complete authority to transmit instructions, receive <br />information, interpret and define polices, and make decisions with respect to critical <br />elements pertinent to the Project. (Motion passed 5-0.) <br />E.
