D. City Owned Communal Treatment Systems — Functional Evaluation Proposal <br />The City Planner noted that the City owned 201 Communal Wastewater Systems have <br />been in place about 17 years. While the City regularly monitors the mechanical <br />operations of the systems and has repaired several equipment failures over the years, no <br />comprehensive evaluation of the systems has been undertaken since their construction. <br />At the request of staff, North American has prepared a proposal to both conduct a <br />comprehensive evaluation of the Communal 201 systems; and, develops a management <br />and maintenance plan for those systems that will maximize their useful life. The funding <br />of this work would be from the Sewer Enterprise Fund. <br />M/S/P Dunn/Siedow — to accept the proposal of North American Wetland Engineering to <br />conduct an evaluation of the City's Communal (20t) Wastewater Systems, and prepare a <br />management plan for those systems, per North American's proposal dated November 1, <br />2002 at a fixed cost of $3,400 with the funding of this work would be from the Sewer <br />Enterprise Fund. (Motion passed 5-0.) <br />E. Discussion on Removal Stds for PZ members <br />Council member DeLapp asked what would be removal standards for Planning <br />Commission members. Attorney Filla read Section 210.05 Removal of the Lake Elmo <br />City Code which states any member or alternate member may be removed by a four -fifths <br />vote of the Council, for cause. Cause shall include but not be limited to having more than <br />three consecutive absences or being absent from more than one-third of the meetings in <br />any one calendar year. The Council may consider exceptional circumstance when <br />applying this rule. <br />F.Update on E&H Earthmovers <br />Council member DeLapp asked for an update on the E&H Earthmover site. Planner <br />Dillerud stated he had visited the site which has been cleaned up as it should be. The site <br />has been graded over. The equipment on site is waiting to be sold. Dillerud stated he <br />was not concerned about this and it meets the spirit of the contract. Council member <br />DeLapp asked about the tilting building which belongs to the homestead and not part of <br />the E&I I site. Dillerud responded that is a separate issue that would be looked into. <br />11. CITY ADMINISTRATOR'S REPORT: <br />A. IT Contract <br />The City Administrator reported that Bill Keran has terminated his employment with <br />CIT. Mr. Keran has done about 90% of the service for the City's networking program. <br />The Administrator asked Mr. Keran if he was going to freelance.
