7. MAINTENANCE/PARK/FIRE/BUILDING:
A. (1) Maintenance Dept: Mike Bouthilet: Contract snowplowing
The Council directed staff to proceed with pricing and contracting out an additional snow
plow route. Mike Bouthilet contacted agencies and business for quotes. Staff
recommended contracting with Buberl Landscaping because of price, available
equipment, and location to the proposed route in the North East section of the City.
Depending on depth of the snowfall, Buberl Landscaping will utilize the loader in this
area due to the road designs of the area developments. Cost saving measures such as
utilizing a truck for smaller snowfalls will be monitored and evaluated through the
winter. There are sufficient funds in the Public Works Contract Services portion of the
budget to cover the cost of the loader for the season.
M/S/P Dunn/Siedow - to award the contract to Buberl Landscaping because of price,
available equipment, and location to the proposed route in the North East section of the
City. (Motion passed 5-0.)
(2) Fields of St Croix II Sienaee.
A resident reported that she placed a boulder to protect her mail box from cars losing
control in the turns. She also stated she had previously requested "Children Playing"
signs for the area as a means to warn drivers and reduce the speeding. Staff has
researched and responded that "Children Playing" signs have had some negative impact
and repercussions in studies. These signs are now being recommended exclusively for
schools and public playgrounds.
Staff felt it would be appropriate to place a winding road curve sign with a 25 mph
cautionary speed warning sign and consider a "Slippery When Wet' sign erected on this
street.
M/S/P Dunn/DeLapp — to direct the staff to install a winding road curve sign with a 20
mph cautionary speed advisory sign in the Fields of St. Croix Phase II (Little Blue Stem).
(Motion passed 5-0).
M/S/P Dunn/DeLapp - to direct the City Engineer to research lowering the speed limit in
Fields of St. Croix II to 25 mph and consider a "Slippery When Wet' sign. (Motion
passed 5-0.)
UPDATES from Mike Bouthilet:
Well House Pump No. 2 is going on line on Thursday, and we will be monitoring it. He
has checked on land rental pricing and found rates for monthly rental from $90-$130.
The woodchips are gone from the site. Most of the culverts we are going to keep. The fill
material is still the biggest issue. The electric is being removed from the power poles
located in the alley by River Valley Catering. The cable and telephone will be removed
when the poles are removed.
LAKE ELMO CITY COUNCIL MINUTES NOVEMBER 6, 2002 6
