Attorney Filla recommended that the resolution be amended to include that the study will <br />be on four projects from the City's Capital Improvement Program 2003 to 2007 as stated <br />in Mr. Renne's letter. <br />M/S/P DeLapp/Dunn — to adopt Resolution No. 2002-121, as amended to include four <br />projects from the City's Capital Improvement Program as stated in Exhibit A, A <br />Resolution Authorizing Scott Renne, MAI, to Perform a Valuation Analysis for Roadway <br />Improvement Projects. (Motion passed 5-0). <br />M/S/P DeLapp/Dunn - to direct the City Attorney to draft a contract with Mr. Renne for <br />the performance of services contained in Exhibit A. (Motion passed 5-0). <br />B. Resolution No. 2002-122 Claims: <br />M/S/P DeLapp/Armstrong - to adopt Resolution No. 2002-122, A Resolution Approving <br />Claims as presented. (Motion passed 5-0). <br />Resolution No. 2002-124 Claims (Handed out at Meeting) <br />M/S/P DeLapp/Armstrong - to adopt Resolution No. 2002-124, A Resolution Approving <br />Claim Number 22668 in the amount of $50 and Claim Numbers 22669 and 22670 in the <br />amount of $31,921.98. (Motion passed 5-0). <br />There was discussion on the attorney fees relating to Council members and staff talking <br />to our City Attorney. Council member DeLapp stated it was a totally contrived issue of <br />embezzlement, and he was embarrassed by it. DeLapp stated that a council member <br />should not talk to our attorney without a vote of authorization by the Council. Council <br />member Siedow thought it was a good idea to be able to call the attorney. Council <br />member Dunn suggested the procedure to use is for the Council to go through Mary or <br />Chuck before they use a contract employee. <br />Council member Armstrong did not feel the Council should have carte blanche with <br />contacting our contract staff. The trumped up charges brought up against DeLapp for <br />spreading rumors came from Mary, Kim and Dean Johnston. The charges were <br />investigated and found inconclusive. This was just to make Steve look bad for the <br />election. She stated Steve should not be embarrassed and applauded Steve DeLapp with <br />winning the Council seat. Council member Siedow stated he watched where DeLapp was <br />questioned, and he lied to the investigator about this accusation and he has the tape to <br />prove it. <br />Mary Kueffner stated she wanted to go on record that she found Council member <br />Armstrong's comments offensive, slander remarks. <br />LAKE ELMO CITY COUNCIL MINUTES NOVEMBER 6, 2002 <br />
