Minutes of Lake Elmo Village Council Meeting August 21, 1973 <br />Present: Brookman, Abercrombie, Watson, Shervheim, Friedrich, Park, and Mehsikomer <br />Also Present: Counsel Raleigh, Eng. Bonestroo and Insp. Mueller <br />Meeting called to order at 5:00 p.m. by Mayor Brookman <br />Motion by C. Shervheim second by C. Watson to approve Ordinance #129, (Shoreline <br />Management) as corrected. ' Carried unanimously <br />Motion by C. WAtson second by C. ABercrombie to instruct Engineer Bonestroo to <br />restate our position regarding Battle Creek Drainage engineering study <br />Carried 5 - 0 <br />Council agreed to meet with new chairman of Metropolitan Council at a noon luncheon <br />on Friday August 31, 1973 at the Holiday Inn in St. Paul. <br />Motion by C. Abercrombie second by C. Shervheim to approve a one day (Sept 15, 1973) <br />3.2 license for Oakdale Athletic Association at the Lake Elmo VFW Hall provided <br />adequate police protection is furnished. Carried 5 - 0. <br />Motion by C. Watson second by C. Shervheim to authorize expenditure of 2459.00 for <br />cost of appraisal and acquisition of land from R. Dreher and H. Dreher for Minnehaha <br />694 access. Carried 5 - 0. <br />Fran Pott asked if fire department could proceed with pruchase of 25 monitors; <br />one monitor for each fireman. Estimated cost is less than $5,000. Motion by <br />C. ABercrombie second by C. Shervheim to authorize fire department to obtain specs <br />and make preparations and then take bids. Carried 5 - 0. <br />Recess 6:30 to 7:30 p.m. <br />Matter of issuing a 3.2% Malt Liquior ON SALE license to Donald Durand for Pierres <br />Pier was discussed Tom Keller presented a petition requesting that council deny <br />request for a license. Petition had 43 signatures. Supporting comments from <br />Mrs. Lundholm and B. Forehner. They also objected to expanding a commercial <br />enterprise in an area zoned residential. <br />Don Durand also submitted a document with 41 signatures approving use of building <br />known as Pierres Pier, for sale of 3.2% Malt Liquor. <br />Some of the signatures of residents appeared on both documents. <br />Motion by C. Shervheim second by C. WAtson to delay final action until council <br />has had an opportunity to review petitions. Matter to be added to Sept. 4, 1973 <br />meeting at approximately 8:00p.m. for decision. <br />Carried 5 - 0. <br />Mr. Raymond G. Anderson and Mr. Akira Fujicka appeared regarding a building permit <br />on lots 19 and 20 Bershens Shores. Council advised him that engineer has yet <br />to set high water mark in accordance with new Shoreline Management Ordinance. <br />Motion by C. Abercrombie second by C. Shervheim to give tentative approval subject <br />to meeting requirements established by engineer and meeting all other applicable <br />village regulations. Carried 5 - 0. <br />Elmer Haase has requested return of securities we are holding. Dayton Hudson <br />Prop. advises that although houses were destroyed or moved cleanup of premises <br />has not been completed. Edna Beers to keep in contact with counsel Raleigh <br />for clearance to release. <br />
