Page 4 <br />Lake and the ponds, lands and croaks between them will receive obvious <br />primary impact.. There is a possibility (as only a detailed study by the <br />watershed district engineers would show) that Lake Elmo would be impacted <br />also, It will be shown below that the project could impact the runoff <br />characteristics of Lakes Olson and DeMontreville also located within the <br />village. <br />() Need and necessity for the improvement. <br />Lake Jane currently is at a dangerously high level. On October 31, 1972 <br />its level was measured at 920 first above sea. level. It has been many years <br />since :.he lake was at this level, as is evidenced by the large diameter of <br />many of the trees that have drowned, at the high water's edge. Including <br />all sizes, literally hundreds of tees have been lost around the shore of <br />the lake. The project emi Mied in this petition is necessary to eliminate <br />this problem. <br />The variability of the weather (witness our current local record precipi- <br />tation levels and high ground water content, to say nothing of the gri;.i <br />national record for large scale flooding during the past summer), the black - <br />topping of existing roads around the lake and the construction of new orris <br />in conjunction with the additional urbanization that will surely taRe place <br />in the suture, all point toward higher run-off rates, Faster zun-off <br />coupled with the current high lake levels, would result in many homes around <br />the lake being flooded. At present, none of the homes located around the <br />lake are inundated. However, operation of some of the septic systems on <br />the lake is impaired creating expense for the individual homeowner and a <br />potential community health hazard. The project embodied in this petition <br />is needed to eliminate these prob! emz. <br />A continued rise in the level of Lake Jane for whatever reason, would <br />result in the submergence of some of the septic systems around the Lake. <br />In addition to the community health hazard mentioned above, this would, <br />over a period of time, do damage to the lake. In October 1972, Barr Engin- <br />eering, Engineers to the Valley Branch Watershed District, presented a <br />report to the board of managers entitled "VALLEY BRANCH LAKE STLMY" . This <br />report shows the present water quality of Lake Jane to be far superior to <br />many other lakes in the area., and in one respect comparable to Clearwater <br />rake in the northern part of the state.
