Minutes of the Lake Elmo Village Council Meeting con't 8' Page 2 <br />Chas. Mix Complaints had previously been received regarding disposition of waste <br />Lake Elmo and traffic problems created by subject facility. Mr. Mix explained that <br />Bldg. he had good intentions but required piping did not arrive until January 4,1 <br />Supply: When completed appropriate facilities will be in operation to overcome <br />all the objections. Bldg. Insp. Mueller and Fire Chief Bjorkman will <br />inspect premises on Saturday January 12, 1974 and report back to council <br />at meeting January 22, 1974. <br />Police <br />C. Pott requested that the council <br />consider <br />a replacement for him on <br />Advisory <br />the subject committee. Possible names will <br />be made at next meeting. <br />Committee: <br />I-94 Corridor Motion by C. WAtson second by C. <br />Shervheim <br />that F. Pott continue to serve <br />Study <br />on the subject committee. <br />Carried 4 - 0. <br />Committee: <br />Pott <br />abstained. <br />Council- <br />Council appointments will remain <br />the same as last <br />year with C. Pott <br />men Appoint- <br />assuming responsibilities of C. <br />Friedrich at least <br />temporarily -until <br />ments: <br />Mayor has had an opportunity to <br />review each position. <br />Street <br />Motion by C. Shervheim second by <br />C. WAtson that C. <br />Pott be allowed to <br />Sanding: <br />expend necessary funds and take <br />action to correct <br />street icing problems. <br />Carried 5 - <br />0. <br />Dog Clerk advised that he had been in touch with Woodbury Police Chief <br />Catcher: regarding joint venture for a dog catcher. Clerk to pursue and see if <br />party involved would attend future council meeting to discuss in detail. <br />J. C. Week Mayor Eder proclaimed January 20-26, 1974 as Jaycee week in the Village of <br />Proclamation Lake Elmo and asked local orga0zation to cooperate in the observance. <br />Jan. 20-26: <br />Rich Straumann - Director of Lake Elmo Jaycees presented a plan for a <br />skate for recreation program to raise fund for playgrounds. Details <br />were incomplete so Jaycees were to pursue it further. <br />Northbrooke John Daubney, Counsel for Northbrooke Farms, appeared regarding issuance <br />Farms Specialof a special use permit to locate a barn for training horses on 22 - 23 <br />Use Permit: acres in the Bergman addition, section 4. <br />Bruce Falz of Lake;Elmo PZC member advised that PZC had recommended <br />approval subject to 2 conditions. 1. Plan have final approval of <br />village engineer and, 2. all legal problems relative to covenants <br />be ironed out. <br />Mr. Daubney felt that covenants did not hold water but that regardless <br />of council action they would pursue this matter through the courts <br />to get an answer. Landowners in the Bergman addition as well as Department <br />of Natural Resources and the Pollution Control Agency. Action would <br />be filed within 10 days on this. <br />A number of residents in the area including Mr. Crombie, Mr. Mottaz and <br />others not identified voiced strong objections. <br />Motion by C. Watson second by C. Shervheim that council table any further <br />action on special use permit until a legal decision had been handed <br />dwon regarding the covenants involved. Carried 4 - 1 <br />Mayor Eder opposed. <br />
