Minutes of the Lake Elmo Village Council Meeting March 19, 1974 Page 1 <br />Present: Eder, WAtson, Abercrombie, Shervheim, Pott and Mehsikomer <br />Also Present: Counsel Raleigh, PZC member Lyons <br />Meeting called <br />to order at 5:07p.m. by Mayor <br />Eder. <br />Park property <br />Lehart and Frances Friedrich <br />were on hand <br />to execute the first <br />Option: <br />option on proposed park land <br />($1750.00) ( <br />153.3 acres) in their <br />behalf and the mayor and the <br />clerk executing <br />for the village. <br />Grader: <br />Councilman Pott authorized to <br />investigate <br />suitable available equipment <br />(used) in the $20,000 range. <br />Counsel to <br />determine method of <br />handling such a purchase since <br />it would be <br />over the $5,000 amount <br />which requires bids. <br />Leonard Hanson -Resides in an area which will undergo condemnation as part of the <br />1809 Kelvin Ave proposed park. Requested a variance for a building permit to <br />construct a $12,000 pole barn for his horses. Council did not feel <br />they should approve construction since it would add value to land <br />scheduled for condemnation. <br />Motion by C. Watson second by C. Shervheim that the council take <br />no action on permit until condemnation proceedings resolved. <br />Further that the clerk write a letter to the county board explaining the <br />situation and requesting consideration. <br />Carried 5 - 0. <br />6:30 p.m. recess - Reconvene 7:50 p.m. <br />PZC <br />Motion by C. Watson second by C. Shervheim to appoint Todd Williams <br />Appointment: <br />to fill the PZC position vacated by Jack Zignego to expire Dec. 31, 1976. <br />Carried 5 - 0. <br />Terms of two earlier ap pDintments clarified. Robert Dreher's term <br />will expire Dec. 31, 1975 and Richard Johnson's term will expire <br />Dec. 31, 1974. <br />Leitte Bldg: <br />Village council went on record as having no interest in the purchase <br />of the remaining Leitte property. <br />Jim Gardner <br />Mr. Gardner presented himself and related what he was presently <br />Animal Patrol: <br />doing for Woodbury under Police Chief Martinson. Mr. Gardner <br />indicated a desire to assume some animal patrol duties in Lake Elmo. <br />His approach met with full council approval. <br />Motion by C. Shervheim second by C. Watson that the Village of <br />Lake Elmo express interest in assuming approximately 10 hrs. of <br />service per week. Carried 5 - 0. <br />Clerk and mayor to discuss matter with Oakdale to determine if <br />they have interest so possibly Lake Elmo Oakdale and Woodbury <br />might create a full position for Mr. Gardner under supervision of <br />Woodbury Police Chief Martinson. <br />
