Minutes of Lake Elmo Village Council Meeting June 18, 1974 <br />Called to order 5:10 p.m. by Mayor Eder. <br />Present: Eder, Abercrombie, Shervheim, Pott, and Brookman. <br />Also Present: Attorney Raleigh, Engineer Bonestroo, Bldg. Insp. <br />Mueller. <br />Home Rule K. Sovereign and C. Brandon presented a petition <br />Charter for the establishment of a Home Rule Charter <br />Commission containing the names of 220 individuals. <br />The petition calls for a commission of nine members <br />of which six names are suggested by the petitioners. <br />Resolution Resolution R74-16 stating the concurrence of the <br />R74-18 Village Council in the establishment of a Home <br />Rule Charter Commission by the Court and thereby <br />join with the petitioners in their request. <br />Moved by C. Shervheim, seconded by C. Abercrombie, <br />carried 5-0. <br />Mayor Eder appointed C. Shervheim to represent the <br />Council as a member of the Commission. <br />Cimarron D. Herbst appeared to explain the policy that is <br />Reroofing being implemented by the Pemton, Inc. to correct <br />certain design problems concerning the Movilla <br />roofs. The offer of replacement and inspection <br />is set forth in a memo to residents dated 6-7-74 <br />by D. Herbst (copy on file). Building Inspector <br />stated that the village has no jurisdiction over <br />the matter as these are mobile homes. They are <br />regulated by the State and the State would handle <br />the necessary inspections. No official action by <br />the Council; however, the Council does appreciate <br />Pemton's action and efforts regarding this matter. <br />Helmo Ave. Engineer Bonestroo was directed to write a letter <br />to DeCoster and Gonyea as to the status of Helmo <br />Ave. and its future plans for completion. <br />Meeting was recessed for dinner. <br />Meeting was reconvened at 7:28 p.m. with PZC <br />members Lyons and Williams in attendance. <br />Helmo Ave. J. E. Olsen of Juran & Moody, Inc. appeared to ex - <br />Bond plain and arrange for the sale of $179, 000 in <br />General Obligation Bond for street improvement on <br />Helmo Ave. <br />Resolution Resolution R74-10 setting the issuance and sale <br />R74-3d 16 of $179,000 in General Obligation Bonds for Street <br />Improvements (Helmo Ave.) at July 16, 1974, 5 p.m. <br />in the City Hall was submitted by C. Abercrobie, <br />seconded by C. Shervheim, carried 5-0. Attorney <br />
