MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING OCTOBER 15, 1974 pg.' <br />Meeting called to order at 5:00pm by Mayor Eder. <br />Present:Eder, Abercrombie(5-6:30pm),Shervheim,Pott and Brookman. <br />Also present:Bldg.Insp. Mueller,Counsel Raleigh, Engineer Bonestroo & PZC Member Lyons. <br />Camp Fire Girls: Releane Kupferschmidt appeared again relative to Camp Fire Girls Project. <br />Council felt property on Lake Elmo Ave., supported by businessmen in the area, <br />should be retained for off street parking and/or snow storage.Council sug- <br />gested project be part of Lions Park. <br />Motion by C.Brookman 2nd by C.Shervheim to approve an area in Lions Park for <br />the Camp Fire Girls Project. Carried 5-0. <br />Mrs. Kupferschmidt would meet with the Park Committee regarding the plans. <br />Parkland: Several questions have arisen regarding the park property being purchased <br />from Lehart Friedrich. 1.Use of property until developed; 2.Washout; and 3. <br />Fence installation. <br />Motion by C.Brookman 2nd by C. Abercrombie to authorize C. Shervheim to <br />negotiate based on his written recommendation to council dated October 15, <br />1974. Motion carried 5-0. <br />Lake Elmo Hardwood Lumber Company: Ort Matthews appeared for Joe Rogers relative to <br />acquiring by purchase or long term lease a triangular piece of land (.11 <br />acre),North of their new storage facility, for parking purposes. <br />Motion by C.Brookman 2nd by C. Pott that C. Shervheim and Counsel Raleigh <br />meet with Joe Rogers and report back at the next council meeting with a <br />recommendation. Carried 5-0. <br />Helmo Ave.: Motion by C.Brookman 2nd by C.Shervheim to authorize counsel to increase <br />Dreher condmnation award up to $3,500.00 ($38,450.00)with no commitment <br />to absorb any of the assessment. Carried 5-0. <br />C.Abercrombie excused at 6:30pm. Recess 6:30pm. Reconvene at 7:30pm. <br />Lakewood Hills:Submitted plan for drainage of development. <br />Motion by C.Brookman 2nd by C.Shervheim to refer the plan to C.Abercrombie <br />and Engineer for recommendation. Carried 4-0. <br />Assessor: Wm. Park requested approval of expenditure of $225.00 to attend assessors <br />school.(Includes wage loss compensation,course fee and mileage.) <br />Motion by C.Brookman 2nd by C.Pott to refer request to the salary study <br />committee for recommendation. Carried 4-0. <br />Police Study Committee: Norman "Scotty" Lyall represented the committee. General <br />attitude is we do not require additional service immediately. Suggested <br />consideration of a curfew for ages 17 and under. April 1, 1975 might be <br />considered as a starting date for increased police protection. Mayor Eder <br />and council voiced appreciation to the committee for their fine efforts. <br />It was suggested that the committee might consider meeting 3 or 4 times <br />a year to reevaluate the situation and pass on to the council any <br />recommended changes. <br />Schwart-Martinco:Engineer Bonestroo requested a reading on the ditch elevation from <br />' the new access road to Lake Elmo Ave. Mr. Schwartz agreed to supply. <br />Motion by C.Shervheim 2nd by C.Brookman to approve final plat. Bond <br />of 3,500. required to assure completion of the road. Approval subject to <br />compliance with conditions set forth by PZC in their meeting of March 25, <br />1974. Carried 4-0. <br />
