MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING OCTOBER 15, 1974 pg,2 <br />LAke elmo Rascals Snowmobile Club:Bill Eder, Don Durand and Ron Dornfeld represented the <br />group. They stated that they had 25 miles of posted trails in Lake Elmo <br />in 1973-4. <br />j Motion by C.Shervheim 2nd by C.Pott authorizing counsel to prepare ordinance <br />7402 amending section 1004 of the Municipal Code relating to snowmobiles, <br />restricting use on private proerty to dated written authorization from <br />the landowner. Carried 4-0. <br />Question was raised relative to funds being available from DNR for purchase <br />and installation of trail signs. Motion by C.Shervheim 2nd by C.Pott <br />advising clerk to contact DNR and request up to $500 for development and <br />maintaining snowmobile program. Carried 4-0. <br />Hunting: Motion by C.Shervheim 2nd by C.Pott authorizing counsel to prepare ordinance <br />7403 amending section 1301 of the Municipal Code relating to possession and <br />discharge of firearms. Hunting will be permitted with dated written author- <br />ization of the landowner. Motion carried 3-1. Mayor Eder opposed. <br />Benson-Auger:Motion by C.Shervheim 2nd by-C.Shervheim 2nd by C.Brookman to approve <br />Special Use Permit for the tree disposal unit at 10689 60th St. North <br />subject'•to their meeting following requirements: 1.Must meet noise limits <br />of zoning code;2.Must meet all rules of the Mn. Dept. of Agriculture for <br />disposition of diseased trees; 3.Storage of bark and/or chips to be in <br />approved buildings; 4.Driveway, parking lot, septic system and all facilities <br />- to meet appropriate code; 5.Anyone who hauls for hire must be licensed <br />per waste haulers regulations; 6.Only designated haul roads will be used <br />by out of city haulers; 7,City forester will supply recommendation of <br />operation; 8.Logs will be stored in a neat and orderly manner; 9.All <br />operations must be confined within the designated site; and 10. Operating <br />hours, prior to enclosure of noisy equipment shall be from 7:00am to 6:00pm <br />and closed down on Sundays & Holidays. Carried 4-0. <br />Ivy Ave: John Proulx appealed to the council to do something about the condition of <br />Ivy Ave, He was informed that city can not spend city funds on improvement <br />of private property. If the residents and the landowners improve road to <br />city specifications or if they petition city to improve road at their <br />expense city would take over and maintain. Lacking such action nothing <br />can be done by city as it is not a public street. <br />Minutes: Claim numbers approved for payment per minutes of Oct. 1, 1974 meeting <br />should be corrected from 74515 to 74522. <br />Motion by C.Brookman 2nd by C.Pott to approve the minutes of the Oct.l, <br />1974 meeting as amended. Carried 4-0. <br />.-� Motion by C.Pott 2nd by C.Brookman to approve minutes of the Special <br />Budget Meeting of October 7, 1974 as submitted. Carried 4-0. <br />PZC-Appointment: Motion by C.Brookman 2nd by C. Shervheim to approve the appointment <br />of Mrs.Jean Novak to fill out the vacancy caused by the resignation <br />of member Bruce Folz. Carried 4-0. <br />Claims: Motionby C.Shervheim 2nd by C.Brookman authorizing payment of claims 74523 <br />thru 74537. Carried 4-0. <br />Fire Dept: Motion by C. Brookman 2nd by C.Pott to approve expenditure from Mayor's <br />Fund for an appreciation dinner for the Lake Elmo Firemen and their guest. <br />Mayor Eder will act as host and official greeter at this event. Carried 4-0. <br />C.Brookman will handle arrangements. <br />
