MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING NOVEMBER 19, 1974 <br />pg.I <br />Meeting called to order by Acting Mayor Abercrombie at 5:05PM. <br />Present:Abercrombie,Brookman, Pott and Shervheim(5:05 to 6:30). <br />Absent:Eder. <br />Also present:Bldg.Insp.Mueller,Counsel Raleigh, Engineer Bonestroo, Fiscal Agent Olson <br />and PZC Member -Councilwoman elect Lyons. <br />Park Bond Sales:Councilman Shervheim presented Resolution R74-34 calling for the sale <br />of $725,000 of Park Bonds authorized by special election June 11,1974. <br />Bonds to be dated December 1, 1974. Maturity of $14,000 in 1977, <br />$20,000 in 1978, $30,000 for 1979-80, $40,000 for 1981 thru 1984, <br />$45,000 for 1985 thru 1987 and $50,000 -For 1988 thru 1994. Bonds call- <br />able after 10 uears at 101%. Date of sale December 11, 1974 at 7:OOPM <br />in the Lake Elmo City Hall. Second by C.Brookman. Resolution carried <br />4-0. Mayor Eder absent. <br />Bond Rating: Motion by C.Brookman 2nd by C.Shervheim authorizing Fiscal Agent Olsen <br />to request Moody's Investors Service to establish a rating for Lake <br />Elmo. Cost of this service approx.$650. Motion carried 4-0. <br />Park Acquisition:All contracted parcels are set for closing December 30,1974 except the <br />Friedrich Property which is scheduled for closing December 13,1974. <br />Since the sale of the bonds is so late cash will not be available from <br />bond sale for the Friedrich Parcel. Mr. Friedrich will accept $50,000 <br />on December 13,1974 and the balance after receipt of funds from the <br />bond sale.Motion by C.Brookman 2nd by C.Shervheim authorizing closing <br />on December 13, 1974, subject to the sale of Park Bonds and paying <br />$50,000 out of city reserve funds to be replaced when bonds sale is <br />completed. Balance of contracts to be closed on December 30, 1974. <br />Carried 4-0. <br />Motion by C.Brookman 2nd by C. Shervheim authorizing payment for park <br />property in 2 payments on each. Fifty % December 30, 1974 and 50% <br />January 6, 1975. Carried 4-0. <br />Lake Elmo Metro Park Tract 32:B.Froehner and T.Keller had submitted a petition with <br />48 signatures objecting to suggested acquisition of property on the <br />East shore of Lake Elmo. All signers are affected property owners. <br />C.Shervheim presented Resolution R74-35 acknowledging receipt of <br />petition and supporting the position of the land owners on the East <br />shore of Lake Elmo against the acquisition of property identified as <br />Tract 32 for the park. Further that a copy of this resolution and the <br />petition be distributed to all recipients of the County Board <br />Resolution. Second by C.Pott. Carried 4-0. <br />Pebble Park: Park Advisory Committee has appraised two quotations for a comprehensive <br />plan for Pebble Park. One was from Ray Marshall- Bid was $400 plus <br />18% of 1st $5,000 in improvements plus 6% for anything over $5,000 for <br />the next 4 years.Second bid was from Urban Planning, John Voss, at a <br />flat fee of $2,400. Park Advisory Committee recommended awarding bid <br />to Urban Planning. Motion by C.Shervheim 2nd by C.Brookman to accept <br />the bid of Urban PLanning. As part of contract Urban Planning is to <br />supply 25 copies of the final plan. C.Shervheim will make the necessary <br />arrangements. Carried 4-0. <br />Richert Mining S.U.P. Renewal:Shafer Contracting Co., on behalf of Fred and Lydia <br />Richert have requested renewal of mining permit on the West 60 acres <br />
