MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING NOVEMBER 19, 1974 Pg•2 <br />Richert S.U.P. of the North 1/2 of the Northeast 1/4 of Section 16, Township 29, <br />Range 21. Engineer advised that request called for lowering excavation <br /><, from the 930' to the 925' level. Motion by C.Shervheim 2nd by C.Brookman <br />to refer back to PZC. Secondly to invite Richerts to second meeting in <br />January (21st) 1975 to make sure that they understand terms of the <br />request. After this meeting a hearing will be scheduled on the permit. <br />Carried 4-0. <br />Grader: Report from C.Brookman and C.Pott. General Diesel of Fargo made a trip <br />to Detroit Lakes to inspect the equipment. It was not a one owner 1970 <br />as bid but a two owner 1967 model. Condition of grader was good with a <br />few minor repairs necessary. Suggested we should have no problem getting <br />1,000 hours without any major work on equipment.Merchants National Bank <br />of Fargo has a lien on grader but will sign a release if they are in- <br />cluded as payee on the check. Counsel has prepared a release and will <br />arrange through a local bank in Detroit Lakes for appropriate signatures <br />and forwarding of documents. Because of difference in age and ownership <br />sale price has been adjusted from $7,900 to $6,750. <br />Motion by C.Brookman 2nd by C.Shervheim authorizing C.Pott to purchase <br />a new or used wing for the grader at a cost, not to exceed, $3,400. <br />Also to approve the necessary expenditure to transport the grader from <br />Detroit Lakes to Lake Elmo. Carried 4-0. <br />C.Shervheim excused at 6:30PM <br />6:30PM recess for supper. 7:30PM reconvene. <br />Minutes: Motion by C.Brookman 2nd by C.Pott to approve minutes of regular meeting <br />of October 29, 1974 and minutes of the Special Meeting of November 6, <br />1974 as submitted. Carried 3-0. C.Shervheim & Mayor Eder absent. <br />Snowplowing: Bids were opened. Mr. Francis Oehlke submitted a bid of $18.00/hour <br />for a man and tractor. Dan Olinger submitted a bid of $15.00/hour for <br />a man and truck with an alternate, on request, of $25.00/hour for a <br />man and the Michigan. <br />Motion by C. Brookman 2nd by C. Pott to refer the bids to C.Pott to <br />research and determine which is the best in terms of our needs. C.Pott <br />to report back at the December 3, 1974 meeting. In the interim C. Pott <br />authorized to do whatever is necessary in event of snow before the <br />next meeting. Carried 3-0. <br />Tri-Lakes Sewer Status:Report from the sewer inspector on status of improvements to <br />septic systems in the:trouble area.Several systems remain in original <br />state with no improvements made or contmplated. Engineer,Tom Noyes, <br />and Sewer Inspector, Robert Wier, should make a final recommendation <br />on all unanswered problems as well as Mr. Paul's at the meeting <br />December 3, 1974. <br />Flood Plain Insurance Study:A special open meeting on flood plain insurance has been <br />scheduled for Tuesday November 26, 1974 in the Lake Elmo City Hall. <br />Miss Sandra Shroeder will represent the Federal Insurance Administration, <br />Ralph Fansom will represent Stanley Consultants and there will be a <br />representative from the State Department of Natural Resources. <br />Because of conflict with meeting on Open Space Mayor Eder will be <br />asked to delegate responsibility as to who goes where. <br />
