MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING DECEMBER 17, 1974 p9.3 <br />Claims: Motion by C.Brookman 2nd by C.Pott to approve payment of claims 74657 <br />thru 74686 except claims 74677 & 74678. Carried 5-0. <br />Mayor Eder advised that he had talked to Midwest Planning relative to <br />their invoice. Of this expense 5 1/2 hours were conferences with 3M <br />or appointed agents. Mayor Eder recommended payment. Motion by C. <br />Abercrombie 2nd by C.Brookman to approve payment of claim 74678 for <br />Midwest Planning. Carried 5-0. <br />Engineer presented a written report regarding the overage of the DLR, <br />Helmo Ave, construction. Motion by C.Abercrombie 2nd by C.Shervheim <br />to approve payment of claim 74677. Carried 5-0. <br />Counsel advised that Minnesota Statute limits charge on cigarette lic- <br />enses, whether machine vended or over the counter, to $12.00. Refund <br />required on those who paid $15.00 for cigarette vending machine license. <br />Midwest Planning:Barbara Luekerman and Dave Licht were on hand to discuss planning <br />and possible application for HUD grant. <br />A clear cut decision on overall planning was not agreed upon. W.Lundquist <br />suggested that Lake Elmo follow the schedule proposed by the PZC in <br />August of 1974. Barbara Luekerman also referred to her August Proposal <br />as a guide. <br />Dave Licht explained the HUD Community Development Fund and suggested <br />that we consider application. His firm with the assistance of Mr. Wayne <br />Cox would agree to prepare the application and follow it through Metro <br />Council and up to HUD review for $750.00. <br />Motion by C. Shervheim 2nd by C.Abercrombie to indicate an interest <br />in the HUD Program and the $750.00 expenditure for Midwest Planning <br />and Minnesota Community Development Service to prepare the application. <br />Carried 5-0. <br />Mayor Eder directed members of the council and the PZC to come to the <br />January 7, 1975 meeting prepared to offer suggestions on a development <br />and planning program. <br />Dave Licht also instructed to return to the January 7, 1975 meeting <br />with a proposed planning contract. (8:30 PM.) <br />Metro Sewer Plan: Engineer Bonestroo indicated the Facility Planning Report as <br />proposed by the Metro Sewer Board is ready for review. A meeting <br />explaining how this plan affects Lake Elmo will be part of the council <br />meeting on January 7, 1975. (8:00 - 8:30 PM). Engineer Bonestroo <br />will arrange for the publicity. <br />Police: Officer Dick Neville will no longer be assigned to police Lake Elmo <br />specifically as he has been reassigned to the day shift. Officer <br />Neville introduced his replacement Officer Dale Fuerstenburg. <br />Delapidated Buildings:Mayor Eder moved that the counsel prepare letters, which <br />will be sent by certified mail, to the owner on record, of the delap- <br />idated buildings on Hwy 12 and Lake Elmo Ave., Minnehaha West of Lake <br />Elmo Ave and on Jamley requesting that they comply with the request <br />to dispose of the building. Second by C.Shervheim. Carried 5-0. <br />
