MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING JANUARY 21, 1975 pg. 2 <br />Mayor recessed meeting at 6:53 PM for supper. <br />Mayor reconvened the council meeting at 8:40 PM. <br />Lang Vacation:Councilman Abercrombie moved that the Lang property (Lots 669 thru <br />672) be vacated for the reasons discussed and that counsel draw up <br />Resolution R75-4 for review and approval at the next meeting. <br />Carried 5-0. <br />Richert Mining Permit:Mr. Rudy represented Shafer Contracting, who is the company <br />that will actually do the mining, and Elmer Richert represented Fred <br />& Lydia Richert. Mr. Rudy expressed desire to renew the gravel mining <br />special use permit which expired November 1, 1974. There is approx. <br />100,000 yds of material they would like to be able to move over the <br />next two years. Shafer has permission to use the access road across <br />private property to the South. Gate would be installed at the access <br />point and road would be dust treated. Decision tabled until February <br />4, 1975 meeting at which time landowners within 300 feet of site <br />will be invited to participate in discussion. 9:00 PM. <br />Animal Control:Clerk instructed to investigate other possibilities than B & E for <br />animal control. One suggestion was Bob Connally, formerly of the <br />Stillwater Police Dept., who may now be servicing Baport and/or <br />Stillwater. <br />Appointments: Motion by Councilman Shervheim 2nd by Councilman Pott to approve the <br />following appointments: <br />Weed Inspectors M.Eder, E. Richert & R. Wier <br />Depository State Bank of Lake Elmo <br />Bonding Agent Juran & Moody <br />Alternate Mayor R.B.Abercrombie <br />Civil Defense Donal Olson <br />Counsel Lawson, Ranum & Raleigh <br />Health Inspector Dr. Van Meier, mayor & clerk <br />Official Publication Stillwater Daily Gazette <br />Motion carried 5-0. <br />3 appointments remain to be resolved; they are,Engineer, Insurance <br />Committee & Animal Control. <br />Engineer: Motion by Councilman Pott 2nd by Councilman Shervheim that matter of <br />Engineering Consultant be brought back before the council for further <br />discussion. Carried 5-0. <br />Discussion ensued as to whether or not a possible-confli-ct-of-interest - <br />exists, particularly with the city council's need to independently <br />evaluate local sewer systems in context of the much broader Metro <br />Sewer Systems Study now being undertaken at the direction and expense <br />of the Waste Control Commission by the Engineering Firm of Bonestroo, <br />Rosene, Anderlik & Assoc.. <br />Mayor requested that council be polled on the original motion. <br />Mayor Eder, Councilman Abercrombie, Councilwoman Lyons & Councilman <br />Pott in favor. Councilman Shervheim against. Carried 4-1. <br />Mayor suggested that councilmembers consider possible consulting <br />firms to be interviewed and be ready to discuss at the council meeting <br />February 4, 1975. <br />
