MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING MARCH 4, 1975 pg. 1 <br />Meeting called to order at 7:32 PM by Mayor Eder. <br />Present: Mayor Eder, Councilmen Abercrombie, Shervheim & Pott e Councilwoman Lyons. <br />Also present:Bldg. Insp. Mueller and Counsel Raleigh. <br />Police Protection:N.Lyall appeared representing the City of Lake Elmo Police Committee. <br />The committee made a recent sample test to determine the feelings of the <br />citizens regarding the addition of another police officer. The result of <br />this sampling shows no change since the last report of September 1974. <br />Mr. Lyall reported that the new sheriffs car for use in Lake Elmo will <br />have permanent Lake Elmo markings. <br />Clerk instructed to send a letter to all members of the Police Committee <br />expressing the appreciation of the council for their efforts. <br />Mayor recessed the Council Meeting in favor of the Helmo Ave.Assessment Hearing. <br />Mayor reconvened the assessment hearing at 7:59 PM. <br />Counsel reported that discussion with county engineer revealed that a <br />precedent had been set in the case of county assistance on roads in <br />Woodbury and Forest Lake. The percent participation in the case of <br />Woodbury was 13.15%. An application for county assistance should be <br />prepared and turned over to County Board Member Schaefer and to County <br />Engineer Swanson before the next County Board Meeting March 17,1975. <br />Councilman Shervheim presented a report of a meeting between himself and <br />Councilman Pott. They were split on opinion with one recommending a 90- <br />10 split and the other in favor of 100% assessment.(Report on file) <br />Mayor Eder called for further comments; there being none the hearing <br />was declared closed at 8:32 PM. <br />Mayor reconvened the Council Meeting at 8:32 PM. <br />Helmo Ave. Motion by Councilman Shervheim second by Councilwoman Lyons that the <br />Helmo Ave. Assessment be taken under advisement. When a decision on <br />assessment levels is to be finalized all interested persons will be <br />advised so they can be present at the meeting. Carried 5-0. <br />Councilman Shervheim submitted Resolution R75-7 that application for <br />county assistance be prepared asking for 20% of the assessable cost. <br />A representative of Lake Elmo to be present at the county board meeting <br />to support application and explain request. Seconded by Councilwoman <br />Lyons. Carried 5-0. <br />Park Bond Advance Funding:Steve Mattson advised that the bond market is changing <br />and may not be favorable to advance funding at this time. Also that <br />the new schedule advancing payment to start in September of 1975 and <br />paid semi-annually in February and August would result in a saving of <br />$88,000 to 90,000 if we can sell. <br />If sale is approved and we get a good bid cost to Lake Elmo would be <br />about $500. If no bids are received, there will be no costs to the <br />City of Lake Elmo. <br />Councilman Abercrombie submitted Resolution R75-8 authorizing Duran <br />and Moody (fiscal agents) to proceed with advance funding and asked <br />for council confirmation. Second by Councilman Shervheim. All members <br />voted in favor except Mayor Eder who abstained. Carried 4-0. <br />Mr. Mattson advised that he would keep the council posted on all <br />developments and would have a recommendation out for March 18 mtg. <br />
