MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING APRIL 1, 1975 pg. 1 <br />Meeting called to order at 7:32 PM by Mayor Eder. <br />Present: Mayor Eder, Councilmen Abercrombie & Pott & Councilwoman <br />Lyons. <br />Absent: Councilman Shervheim (excused). <br />Also Present:Bldg. Insp. Mueller (9:30 PM), Counsel Raleigh & Engineer <br />Bonestroo (9:15 PM). <br />Minutes: Motion by Councilman <br />approve the Minutes <br />submitted. Carried <br />Pott second by Councilwoman Lyons to <br />of the March 18, 1975 meeting as <br />4-0. Councilman Shervheim absent. <br />Legislation:Hubert Humphrey III has introduced legislation which places <br />excessive controls in the hands of the Metro Council. Lake <br />Elmo just became aware of it. Council to take copy of the <br />bill and review it. A voice opinion poll of all members will <br />be taken and a letter indicating consensus of opinion of the <br />Lake Elmo Council be sent on to the legislature until <br />formal action can be taken at a regular meeting of the council <br />Landfill site: Mayor Eder has been in contact with county relative to <br />the placement of a new landfill site in the Lake Elmo -Oakdale <br />Area (Sections 20,28 & 29-Parts of). The committee has not <br />finalized its decision. A second site of 280 acres is in <br />May Township and a third site of 400 acres is located in Hugo. <br />One advantage to the Lake Elmo -Oakdale site is the proximity <br />to the metro area. It was pointed out that part of the run- <br />off that ends up in Eagle Point Lake drains through this area. <br />File turned over to PZC Chairman Johnson for review. <br />Pebble Park:Park Advisory Board advised that David Kirst would like to <br />make a presentation regarding the development of Pebble Park <br />to the council and members of the PZC. One hour will be set <br />aside during the council meeting April 15, 1975 for present- <br />ation and a question and answer period. (7:45-8:45). <br />Arrangements should be made for larger facilities so adequate <br />space is available for interested citizens. <br />Barton Timber:Mr. Benson & Mr. Auger were on hand to answer questions <br />regarding subject operation. The large chipper was received <br />last December 7. It is not housed but reportedly does not <br />cause excessive noise levels. Equipment does not handle brush <br />but a new piece of equipment is due this week that will <br />handle the brush. Equipment produces 1050 yards per day of <br />chips. The average yds. per ton is 4. Presently 2 acres of <br />trees and brush are stockpiled. New chipper will definitely <br />be noisier than original equipment. Mr. Benson to advise the <br />Lake Elmo Office when equipment arrives on the site. Mr. <br />Benson agreed to have all material 2" and over chipped by <br />April 15, 1975. Mr.Beach will inspect and if material is a <br />biological hazard it will be ordered destroyed.Mr. Benson <br />requested permission to operate during the daylight hours <br />until the material is cleaned up. <br />Motion by Councilman Abercrombie 2nd by Councilwoman Lyons <br />to authorize operation during the daylight hours up through <br />May 1, 1975. Carried 4-0. <br />
