SPECIAL MEETING OF THE LAKE ELMO CITY COUNCIL JULY 1, 1975 <br />`leeting called to order at 5:06 PM by Mayor Eder. <br />Present: Mayor Eder, Councilman Abercrombie, Shervheim, Pott & Councilwoman Lyons. <br />Also Present: Counsel Raleigh, Engineers Bonestroo & Noyes and Members of the VBWS. <br />Purpose of the meeting, called at the request of the engineer, was to resolve expenditure <br />necessary to activate part of the flood control plan. <br />Engineer Bonestroo advised that the flow of water from Deer Pond to Hedge's Pond is <br />critical and can not be resolved on a temporary basis. It is necessary to dig a ten ft. <br />trench covering a distance of 300-350 ft. Contractors in general not readily available <br />but Paul Emerson could get on it Tuesday (July 8) AM. Cost of ditch is $500 and the <br />cost of 300 ft. of pipe, at $17.50/ft., total $5,750. Pipe can be availabe on Tuesday. <br />Engineer reported that Long Lake had risen 1" from Saturday to Monday. Demontreville <br />had risen from 929.4 to 929.64, or .24 ft. <br />Some difficulty has been reported in maintaining the weir on Silver Lake at its proper <br />level. County is attempting to make a concrete section to prevent individuals from <br />taking it upon themselves to lower the weir. <br />Deer Pond had been pumped so water is below H. Brown's home. Pump was moved to the <br />intersection of Hwy 212 and Stillwater Blvd. This was done to accelerate the normal <br />flow of the excess water in the area which may be affecting wells and septic systems <br />and hac caused very bad odors. Level has been dropped 9" in the last 24 hours and <br />engineer plans to continue until Wednesday Morning. So far the engineer calculates <br />that 4,000,000 gals. have been pumped. <br />Don Moris advised that the original permit for storage of up to 2' of excess water <br />on the Moris - Berschen's property had been denied by his father. Mr. Moris suggested <br />another direction of piping where thewater would end up flowing over already acquired <br />park property. <br />Motion by Councilman Shervheim 2nd by Councilman Abercrombie to amend Resolution <br />R75-21 to increase the authorized amount for expenses which the engineer can use for <br />flood control (temporary) from $5,000 to $10,000. Carried 5-0. <br />Clerk requested to check and determine that we are adequately covered by insurance <br />for all the special help hired to carry out the required work. <br />Motion by Councilman Shervheim 2nd by Councilman Abercrombie to adjourn at 6:04 PM. <br />Motion carried 5-0. <br />Donald Mehsikomer <br />Clerk -treasurer <br />_ake Elmo, Minnesota <br />
