MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING JULY 1, 1975 pg. 2 <br />Tri-Lakes Potential Flooding:John Banks, Scotty Lyall and George Hedges appeared to <br />discuss the water problem in the Tri-Lakes Area. Mr. Banks acted as <br />( spokesman. He advised that level of water in Deer Pond was 925.24' and <br />that homes were already flooded or were in danger of being flooded. <br />Requested that water be held back upstream and that the weir on Lake <br />Olson be raised 2'. An increase of 16" would flood the Sovereign's. If <br />flooding is permitted up to $1,000,000 in real estate could be affected <br />by the high water. on Lake Jane. Mr. Sovereign suggested that council <br />should check the legal problems regarding changing the flow of water <br />before taking any action. Question was raised about the possibility of <br />diverting the water out of the North end of Long Lake to White Bear Lake. <br />Mr. Banks requested we take action on an emergency basis. Mr. Gidlow <br />advised that Long Lake was draining full force through a 9" culvert. <br />Scotty Lyall commented that people had raised the question of destruction <br />of trees; he assured council that if this is the problem that they would <br />get someone to clean up old trees and replant new ones when the emergency <br />was over. Right now the problem is real estate and a lot of people are <br />going to be affected. <br />Motion by Councilman Pott 2nd by Councilman Shervheim to take action <br />on the items recommended by engineer. Discussion followed on most of the <br />problem areas. At 11:15 PM Mayor Eder recessed the meeting advising that <br />the council would reconvene the meeting on Wednesday July 2. 1975 at <br />6:30 PM to resume discussion and continue the meeting. The break would <br />give some chance to see the problems firsthand before rendering a decision. <br />Mayor called the meeting to order at 6:30 PM July 2, 1975. Mayor and all <br />members of the council were present. Also present were counsel and eng. <br />Councilman Pott withdrew his original motion on flood control. <br />Councilman Shervheim offered Resolution R75-21 ordering emergency flood <br />control procedures as needed per the engineer with a maximum expenditure <br />of $5,000 and requested council agreement. Second by Councilman Pott. <br />Carried 5-0, <br />Councilman Shervheim offered Resolution R75-22 Receiving Engineer's <br />report and calling for a public hearing on surface water control project <br />1 and asked for council agreement. Second by Councilman Pott. Carried 5-0. <br />Adjournment: Motion by Councilman Pott 2nd by Councilman Abercrombie to adjourn at <br />9:15 PM.
