MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING.AUGUST 5, 1975 pg. 1 <br />Meeting called to order at 7:30 PM by Mayor Eder. <br />Present: Mayor Eder, Councilmen Abercrombie, Shervheim & Pott & Councilwoman Lyons. <br />Also present:Bldg. Insp. Mueller, Counsel Raleigh & Engineer Bonestroo. <br />Advance Refunding:Steve Mattson, Juran & Moody, advised council that no bids were <br />received on the August 5, 1975 offering. Steve asked approval of the <br />council to try again on September 2, 1975, <br />Councilman Shervheim offered resolution R75-28 authorizing Juran & Moody <br />to proceed with another Advance Refunding Bond Sale on September 2, 1975 <br />subject to the same conditions as the August 5 offering except for time <br />of opening. Second by Councilman Abercrombie. Carried 4-0 with Mayor Eder <br />abstaining. <br />Minutes: Motion by Councilman Shervheim 2nd by Councilwoman Lyons to approve <br />minutes of the July 15, 1975 meeting and the July 29, 1975 special meeting <br />of the Lake Elmo City Council as submitted. Carried 5-0. <br />Park: Councilman Shervheim advised that the reoffer to Mr. Whitman for park <br />property would be completed this week. <br />I94-CSAH 15 Interchange:Councilman Shervheim offered Resolution R75-29 setting forth <br />the City of Lake Elmo's position to support the Washington County request <br />to the Minnesota Highway Department for an interchange at CSAH 15 and <br />Interstate I94. 2nd by Councilman Abercrombie. Carried 4-0. CM Pott abstained. <br />Forester: Gerald Beach advised that 54 new trees have been marked for removal because <br />r of Dutch Elm disease and 28 have been so marked that have Oak Wilt. Several <br />trees have been reported previously that have not been removed. Mr Beach <br />requested and received authorization to send a registered letter to each <br />person involved in delinquent removal. <br />Batten Timber:Mr Beach.conveyed the opinion that he would like to see the subject <br />receive approval to burn diseased trees -primarily because of the local need <br />for such an operation. He is working closely with Mr. Tom Benson and will <br />continue to police as necessary. <br />Mr. Benson presented a sketch showing 3 burning pits 25' wide x 60' long <br />with 120' of ramp. He would like to start excavation for one pit August 6, <br />1975. Each pit would burn a maximum of 1,000 cu. yds even though, dimension- <br />ally, it could hold 3,000 cu. yds. Excavated dirt would be moved to the <br />west and north sides of the pit area to act as a..barrier. He verbally <br />guaranteed that earth would be restored to original status when the pits <br />are closed. He would install fans to accelerate burning. He would provide <br />a 7,000 gal. water tank for storage to control fire if necessary. <br />Motion by Councilman Shervheim 2nd by Councilman Abercrombie advising Mr. <br />Benson to make proper application for temporary amendment to special use <br />permit thru the city office. He should work with the forester to make sure <br />all the required specifications are met. Matter to be presented to the PZC <br />at their meeting August 12, 1975 and brought back before the council August <br />19, 1975 for consideration. Carried 5-0. <br />Jerome Bratsch: 7934 Hill Trail North- Mr. Bratsch advised that excessive surface <br />water runoff was coming thru the culvert on his property and eroding the <br />soil and crossing his property to the lake, There is a water easement but <br />drainage does not occur thru this area. <br />
