MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING SEPTEMBER 16, 1975 <br />pg. 1 <br />Meeting called to order at 5:00 PM by Mayor Eder. <br />Present: Mayor Eder, Councilmen Abercrombie, Shervheim & Pott & Councilwoman Lyons. <br />Also present:Bldg. Insp. Mueller, Counsel Raleigh and Engineers Bonestroo & Noyes. <br />AMM: Motion by Councilman Shervheim 2nd by Councilman Abercrombie that Lake Elmo <br />become a member of the Association of Metropolitan Municipalities for the <br />fiscal year thru May 31, 1976 on a trial basis at a cost of $353.00. Motion <br />carried 3-1 with Councilwoman Lyons opposed and Councilman Pott not avail- <br />able when the vote was taken. <br />Recessed at 6:30 PM. Meeting Reconvened at 7:30 PM. <br />3M EIS: Mayor advised that City of Oakdale has scheduled a meeting on the 3M EIS <br />for October 1, 1975 at Tartan High School. As many members of the council <br />and of the PZC as are available should try to attend. <br />Drainage Pipe: There are 75-80 lengths of irrigation pipe, 8' x 20', on site in flood <br />area. 2/3 of the pipe are aluminum the other 1/3 are steel. Moulton has <br />offered to sell the pipe at $1.75 per foot. Council to consider the pur- <br />chase of the aluminum pipe. Engineer Noyes will contact Mouton and advise <br />them to pick up the steel pipe as we will not purchase them. <br />Pebble Park:Councilman Shervheim reported that the Park Advisory Board has negotiated <br />a contract with the 682nd Engineer Battalian of the US Army to conduct a <br />two day training program (Sept. 27 & 28, 1975) at Pebble Parkand this will <br />accomplish most of the rough grading to continue development of the park. <br />Operation will consist of 20 operating hours over the two day session. The <br />only cost to the City of Lake Elmo is for the fuel required to run the <br />equipment. One additional obligation is to furnish protection for the <br />equipment when not in use. Park Advisory Board is handling this arrangement. <br />Motion by Councilman Shervheim 2nd by Councilwoman Lyons authorizing Mayor <br />and clerk to sign contract with the 682nd Engineer Battalion of the US <br />Army for theSept.27-28, 1975 training manuevers. Carried 5-0. <br />Park Advisory Board is eager to get entrance to Sunfish Lake Park completed. <br />NSP Gasline:Mr. G. Wallace asked if everything was done to correct damages caused by <br />installation of the new gas main. He advised, and it has been confirmed by <br />letter, that NSP will share 50-50 in the cost of sealcoating 33rd Street N. <br />Total cost $1,220, NSP share $610. Check will be sent shortly. Mr. Wallace <br />arranged with Engineer Bonestroo for a time to meet and make final inspection. <br />Lehmann Mushroom:Seven residents, headed by Mrs. Letorneau, appeared before the council <br />to complain about the odor coming from the Lehmann Mushroom Farm. It is <br />most noticeable on weekends and particularly when the wind is from the South. <br />Discussion has taken place with the Pollution Control Agency (PCA) buth they <br />advised Mrs. Letourneau that they could do nothing until the city has taken <br />some action. <br />Motion by Councilman Shervheim 2nd by Councilman Abercrombie authorizing <br />counsel to send letter to Cimarron suggesting that they take action against <br />Lehmann's as an affected property owner since the problem adversely effects <br />theor tennants. Secondly to authorize the mayor to request the PCA to <br />supply the expertise to determine what is causing the problem and what is <br />the solution. Carried 5-0. <br />A reply should be available at the next council meeting, October 7, 1975. <br />
