MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING SEPTEMBER 16, 1975 pg. 2 <br />Waste Control:Councilman Shervheim introduced Resolution R75-33 endorsing the recom- <br />mendation of the PZC for Plan 3 of the Tri-Lakes Sewer Study as submitted <br />by Metro Waste Control Commission and adding map showing the time table <br />for the various areas and requested council approval. Second by Council- <br />man Abercrombie. Carried 5-0. <br />Flood Control:Residents of the Tri-Lakes area voiced concern over potential flooding <br />problems in the spring of 1976 and requested action now. Mr. Lyall pointed <br />out that Mr. Malsather, Engineer for VBWD, had indicated flooding was im- <br />minent in the spring of 1976 with normal runoff. Mr. Gidlow advised that <br />Mr. Harnack of the DNR had not received request from the City of Lake Elmo <br />to set lake levels. Mr. Noyes advised that request had been submitted to <br />DNR on Sept. 11, 1975. Counsel Raleigh advised that Mr. Don Moris had in- <br />dicated a possible willingness to extend the tempory easement for pumping <br />on a year to year basis. Also Hedges had voluntarilly extended their ease- <br />ment thru September 29, 1975 subject to certain conditions. <br />Counsel advised that he could not justifyadditional pumping as part of the <br />July 15,1975 declared emergency. <br />Procedure for dealing with flooding problems is being prepared by the <br />engineer and counsel and should be available in two weeks. <br />Bratsch: Council reviewed the request of Mr. Bratsch relative to proper drainage <br />across his property. Present runoff is not crossing the property over the <br />easement. Motion by Councilman Abercrombie 2nd by Councilman Shervheim <br />instructing clerk to write to Mr. Bratsch and advise him that the city <br />will entertain a request for revised easement suggested by the engineer <br />but any installation would have to be at his (owners) expense. Carried 5-0. <br />Clean-up Days:Motion by Councilman Shervheim 2nd by Councilman Abercrombie to establish <br />the following clean-up day schedule for 1975. October 11 and November 8 at <br />the fire hall and October 25 at Pebble Park. Carried 4-0. Councilman Pott <br />abstained. <br />Comprehensive P1an:Motion by Counclman Shervheim 2nd by Councilman Pott to approve the <br />PZC recommendation to take necessary action to amend the 1967 Comprehensive <br />Plan. Carried 4-0. Councilman Abercrombie abstained. <br />Claims: Motion by Councilman Shervheim 2nd by Councilman Abercrombie to authorize <br />clerk to pay claims 75536 thru 75560 excluding 75548 for Midwest Planning. <br />Carried 5-0. <br />Cimarron Inspection:Annual inspection for facilities at Cimarron is scheduled for <br />Saturday September 27, 1975 at 10:30 AM. <br />Special Meeting:Mayor moved and Councilman Abercrombie seconded that council have a <br />special meeting on Tuesday September 23, 1975 at 5:15 PM. Carried 5-0. <br />Assessment Committee Meeting:Mayor advised that the special assessment committee con- <br />sisting of Ott Mayer, Will Hirsch, John Bank, Roy Brogren, Harry Zabrok, <br />Councilman Abercrombie and himself would meet in the Lake Elmo Elementary <br />School Library on Thursday September 18, 1975 at 7:00 PM. Counsel Raleigh <br />will also be at meeting. <br />Ray Anderson 2813 Lake Elmo Ave. scheduled for appearance at 7:45 PM cancelled out. <br />Adjournement:Motion by Councilman Shervheim 2nd by Councilman Abercrombie to adjourn <br />at 10:48 PM.
