MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING OCTOBER 7, 1975 <br />Meeting called to order at 7:34 P.M. by Mayor Eder. <br />Present: Mayor Eder, Councilmen Shervheim, Pott and Councilwoman Lyons. <br />Absent: Councilman Abercrombie. <br />Also Present: B1dg.Insp. Mueller, Counsel Raleigh (9:10 PM) <br />Engineers Noyes (8:15 PM) and Bonestroo (9:50)PM) <br />Comprehensive Plan: Motion by Mayor Eder, 2nd by Councilman Pott to <br />call. a special meeting to discuss the comprehensive plan <br />and attempt to resolve the items which are holding up comple- <br />tion of the plan. Notice of meeting to be distributed to the <br />council, the PZC, Counsel Raleigh, Engineer Bonestroo, Bldg. <br />Insp.Mueller, Planner- Licht, chairman of the Sewer Study Com. <br />and chairman of the Park Advisory Cam. Meeting set for wed. <br />Oct. 15, 1975, at the Lake Elmo City Hall at 7:00 PM. <br />Carried 4-0 Councilman Abercrombie absent. <br />Lake Elmo Regional Park: 19m. Schwab -Washington County Planner, Ed Munich <br />of the Washington County Staff and Ed LeClair Lake Elmo's <br />representative on the County Park Committee. A joint pre- <br />sentation, of possible uses of the 2000 plus acre park, was <br />given. The plan was not a final but a preliminary introduced <br />with the idea of stimulating interest and inviting input. <br />Emerson Mining Permit: Bruce Folz, representing Mr. Emerson, requested <br />a permit to mine 10,000 yards of gravel off of the Eden Park <br />Property. Appeared before the PZC on September 22, 1975. <br />Motion by Councilman Pott, 2nd by Councilwoman Lyons to <br />approve permit thru July 1, 1976 subject to following con- <br />ditions: 1. Permit is for only 10,000 cu.yds. of C 5 gravel. <br />2.. Maximum operation for mining is limited to 90 days. <br />3. Ila.ul road will be as drawn in on Exhibit A in Emerson file. <br />4. Storage of crushed material will be on Emerson property <br />on 10th St.(E 1/2-- SE 1/4 S25T29R21)-as-shown on Exhibit A. <br />5. Permit will be subject to all other regulations of the <br />mining ordinance. Carried 4-0. <br />Pearl Patterson: B1dg.Insp. reported that building had been red tagged <br />and owner was attempting to sell uncompleted building. Asked <br />for and received authorization to write letter advising owner <br />that house cannot be sold until it is brought up to specifi- <br />cations. <br />Pebble Park: Motion by Councilman Shervheim, 2nd by Councilman Pott, <br />authorizing invitations to bid and opening of bids on well <br />for Pebble Park on Wednesday October 8, 1975,'at engineer's <br />office. If bids received are under $5,000. council will <br />consider for award at a special meeting on Saturday Oct.11, <br />1975 at 9:00 AM. If bids are all over the $5,000. figure <br />Engineer, B1dg.Insp. and Park Chairman will confer and agree <br />on a mutually acceptable spec. and advertise for bids to be <br />opened October 21, 1975. Carried 4-0. <br />
