MINUTES OF LAKE ELMO CITY COUNCIL MEETING, NOV. 18, 1975. <br />Meeting called to order at 5:06 p.m, by Mayor Eder. <br />Present: Mayor Eder, Councilmen Abercrombie, Shervheim and Pott <br />and Councilwoman Lyons. <br />Also present: Bldg. Insp. Mueller and Engineer Bonestroo <br />Park Boundaries: Councilman Shervheim advised that he had met with <br />Bill Schwab, Dave Licht and Don .Raleigh. They discussed <br />Lake Elmo Regional Park boundaries, road privileges through <br />park and sewer: privileges through park. Mr. Schwab advised <br />that he would comment on the road in writing. A commit- <br />ment regarding sewer will not be made until after December 15. <br />Mr. Schwab gave a map, exhibit A, showing current proposal <br />for park area with proposed alternates. <br />Counsel instructed to prepare a resolution covering park <br />boundaries to be considered at meeting of December 2, 1975. <br />Demontreville Highlands: Roger Derrick on hand to discuss the proposed <br />plat and park property. Lake Elmo desires 24 acres for <br />park purposes. Derrick indicated that 8 acres could be <br />dedicated and that they were agreeable to selling at <br />$3,750 per acre which would give Lake Elmo the requested <br />park property within the budget limitation of $60,000. <br />counsel <br />Animals at 806 Lake Elmo Ave: Council instructed to write letter to <br />resident and owner that he is in vio ation of zoning code. <br />Clearance for keeping animals must be approved by DNR and <br />if approved must then be subject to a Special Use Permit <br />from the City of Lake Elmo. <br />Shafer Mining permits: Current Special Use Permits (SUP) expire <br />December 31, 1975. Renewal should be rescheduled for <br />the meeting of December 2, 1975 and invitations to par- <br />ticipate in discussion be extended to Shafer Contracting, <br />J & W Marine, Lampert Lumber and Fred Richert. <br />Midwest Planning: Dave Licht advised the council that Midwest Planning <br />was forced to do much more work on the inventory than they <br />contracted for in completing the comprehensive plan. He <br />further advised that it would require an additional $4,000. <br />to complete the comprehensive plan. <br />Motion by Councilman Shervheim 2nd by Councilwoman Lyons <br />to increase authorization in contract from $7,500. to <br />$11,500. Final comprehensive plan to be available for <br />public hearings weeks of Dec. 8 and December 15, 1975. <br />Carried 5-0. <br />Recessed at 6:38PM. Reconvened 7:38 PM. <br />
