of -way for future cloverleaf at C.R. 15; while that need <br />is not anticipated in the near future it is strongly <br />recommended that the right-of-way for the cloverleaf be <br />acquired immediately to make possible the expansion to <br />a cloverleaf as and when it does become necessary. <br />(d) Alternate I will cause the least disruption to the <br />City during construction. Traffic can be maintained on <br />existing T.H. 12. By-passes for county roads carrying <br />north -south traffic thru the construction zone will not <br />have to cross existing T.H. 12. <br />(e) This Alternate I also makes possible the use of a <br />service road between Helmo Avenue North and C.R. 80 <br />which should be located at a reasonably practical lo- <br />cation to the North of I-94. Such a service road is <br />considered of major importance to the City of Lake Elmo. <br />(f) This Alternate causes the least disruption to exist- <br />ing residences and businesses in the City of Lake Elmo. <br />(g) This Alternate provides better design for control of <br />local traffic movement away from the Inter -state system. <br />(h) This Alternate is more compatible with the objectives <br />of the City to control west to east development along the <br />Inter -state highway corridors. <br />(i) This Alternate tends to increase the economic feasi- <br />bility of providing mass transit facilities for high <br />density development within the highway corridor area; <br />it is the stated goal of this City in its long range <br />planning that the City should be served by a public <br />transit system to minimize the need for individual <br />automobile traffic even though it is recognized that <br />the primary mode of transportation within and through <br />the community will continue to be by private automobile. <br />(j) This Alternate provides the best opportunity to <br />minimize noise pollution and air pollution by reason <br />of the fact that both the design and construction of <br />the highway and future highway development can be <br />planned and carried out with these problems in mind. <br />(k) This Alternate eliminates the need for frontage <br />roads which the City Council finds to be undesirable <br />by reason of the fact that the construction and main- <br />tenance costs are the same as the road which is used <br />on both sides but a frontage road normally serves the <br />land on only one side. <br />As to Alternate II, the City Council has determined that the <br />only beneficial effect to the City of Lake Elmo would be that the lo- <br />cation of the freeway on existing State Highway 12 would involve using <br />
