Board of Commissioners <br />Washington County, Minnesota <br />Court House <br />14900 North 61st Street <br />Stillwater, MN 55082 <br />Re: Helmo Avenue North <br />Request for County Participation <br />in construction costs <br />Gentlemen: <br />The City Council of the City of Lake Elmo, by this letter, is requesting <br />that Washington County participate in the costs of construction of Helmo <br />Avenue North. <br />Helmo Avenue North has been laid out and constructed in Section 32 in the <br />City of Lake Elmo. The attached map and specification sheet indicate the <br />general location and character of the road. <br />As you can see, the purpose of this road (in addition to its use as an <br />integral part of the I-94 system) is to open up for development that part <br />of Section 32 which is in the so-called "I-94 Corridor." This land has <br />sewer capacity as a result of sewer facilities installed under the old <br />W.O.N.E. Sewer District. <br />The Lake Elmo City Council foresees commercial/industrial district develop- <br />ment taking place along this road which should add substantially to the tax <br />base of the various taxing districts - including the City and County. <br />In addition, the road is coordinated to Oakdale's street plan which calls <br />for an extension of a street of this character North from Section 32 in <br />the City of Lake Elmo across Tenth Avenue (old Minnehaha) into the City <br />of Oakdale and continuing North. It is anticipated that the extension of <br />this road will open up land for similar commercial/industrial development <br />or other high density uses to the north of Lake Elmo in Oakdale. <br />Because of the substantial benefit to all of the taxing districts, the <br />City Council of Lake Elmo hopes, and is hereby requesting, that the County <br />participate in the cost of Helmo Avenue. <br />
