Hon. Board of Commissioners Washington County, Minnesota - page 2 - March 13, 1975 The City Council understands that the County has participated on other occasions in other municipalities in the construction of similar roads. For example, Woodland Drive in the City of Woodbury and Industrial Drive in Forest Lake. The City Council has authorized and directed me to request that the County participate in the cost of Helmo Avenue North to the extent of twenty (20) per cent of the cost to the City. I hasten to point out that over twenty- five per cent of the cost of this road has been paid by the State of Minne- sota, Department of Highways. The overall cost of the road is $213,803.00. $58,560.00 (to replace access lost by takings for the 1-94 Right -of -Way) was paid by the State of Minnesota Department of Highways which reduces the cost to the City to $155,243.00, The City Council is asking that the County participate in payment of this cost to the extent of twenty per cent thereof. The City Council believes that twenty per cent would be a fair proportion to be paid by the County by reason of the fact that the County will participate to the extent of approximately twenty per cent of the increase in taxes which will result from increased valuation expected by commercial/industrial development of the lands opened up by Helmo Avenue. Twenty per cent of the $155,243.00 would, of course, be $31,048.00. The City Council of the City of Lake Elmo believes that such a contribution by the County would be in keeping with the precedent established in Woodbury and Forest Lake and justified by the anticipated benefit to the County. But more than that, such contribution enables this City to continue to meet its obligation, to install such capital improvements as needed for the bene- fit of the entire area.
