R--75-12 <br />RESOLUTION <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />A RESOLUTION RELATING TO THE PROPOSED METROPOLITAN <br />PLANNING ACT AND RELATED LEGISLATION <br />WHEREAS, the City Council of the City of Lake Elmo acknowledges and under- <br />stands that the intent of the law initially creating the Metropolitan Council <br />was to establish a planning and coordinating agency charged with the responsi- <br />bility to review and comment on matters relating to land use and development <br />within the seven county Metropolitan area; and <br />WHEREAS, The proposed Metropolitan Planning Act and related legislation <br />which has been called to the attention of this City Council tends to transfer <br />ultimate decision -making authority with respect to comprehensive planning, land <br />use and physical developments in counties, municipalities, townships and school <br />districts of the Metropolitan area thereby removing the authority historically <br />exercised by these units of local government acting through their elected officials. <br />NOW, THEREFORE, BE IT RESOLVED, that in view of the serious implications of <br />the proposed Metropolitan Planning Act and related legislation and the very limited <br />time allowed local government officials and concerned citizens to review such <br />legislation and provide a constructive response thereto, this Council urges the <br />Committees and Sub -Committees of both Houses of the Minnesota Legislature to de- <br />clare a one-year moratorium on the consideration of the proposed Metropolitan <br />Planning Act and related legislation and to appoint a Legislative Interim Study <br />Committee comprised of a cross section of urban and rural legislators charged <br />with the duty to conduct a comprehensive study of the impact of the said proposed <br />legislation on counties, municipalities, towns and school districts within the <br />Metropolitan area, and further charging that such study include an opportunity <br />for the representatives of the local government units affected to present written <br />and oral statements of their position with respect to said legislation. <br />BE IT FURTHER RESOLVED, that copies of a report of such Legislative Interim <br />Study Committee be furnished to elected officials of all counties, municipalities, <br />towns and school districts within the Metropolitan area in sufficient time to <br />review and comment on the same prior to reconsideration thereof by any Committee <br />or Sub -Committee of the Legislature. <br />BE IT FURTHER RESOLVED, that a copy of this Resolution be mailed, by the <br />City Clerk, to each Legislator representing a district in Washington County and <br />to the several Committees of the Legislature concerned. <br />Adopted by the City Council this 15th day of April, 1975. <br />Attest: <br />Donald Mehsi omen, Clerk <br />Mayrj d L.
